The United Nation’s Role in Conflict Resolution in Africa:A

　　长久以来,非洲大陆就被大小不同的冲突困扰着。几乎每个非洲国家都面临着可导致一系列内外冲突的经济、环境和社会挑战。1945年至今,联合国参与到了解决国际争端的和平谈判中,还通过预防性外交、维持和平、建设和平、强制和平和缔造和平等办法防止冲突不断升级为战争。本文通过数据采集式的定性方法,分析联合国在解决塞拉利昂、苏丹（达尔福尔）和利比亚的冲突时的角色、运作、作用、影响和不足。研究问题集中于联合国在非洲冲突解决中的相关性及其冲突解决机制的有效性上。经调查发现,尽管联合国解决冲突的方法和途径在塞拉利昂基本上是成功的,在应对正发生的苏丹达尔福尔地区冲突时也取得了部分成功,但目前在利比亚并不成功。尽管联合国在整个非洲大陆的维和任务方面取得了进展,但在预防冲突方面却几乎无所作为。因此,本文建议联合国应更多地关注预防冲突的爆发并在迅速采取行动解决冲突。另外,为有效解决冲突,联合国安理会应进行改革,纳入一个具有常任理事国地位的非洲国家,因为这能更好地为联合国与非洲联盟这类地区组织的复合行动作补充。
