环境治理的地区实践：巴伦支海欧洲—北冰洋地区国家关于环境“热点问题”的合作（1993-2013）

本文应用独特的巴伦支海欧洲-北冰洋区域的地区性环境治理实践研究。本篇论文意在回答下列问题:为什么在巴伦支海欧洲-北冰洋区域中,俄罗斯部分的环境“热点”合作在该区域中具备较高优先级别?为何巴伦支海欧洲-北冰洋地区的合作能够对环境“热点”事项成功起作用?本文的猜想基于巴伦支海欧洲-北冰洋地区的国际合作机制有助于处理该地区的生态“热点”问题。巴伦支海欧洲-北冰洋地区理事会作为地区性国家间机构汇集了俄罗斯、挪威、瑞典和芬兰的高级别授权,能够维持环境合作的结构形态,同时北欧环境金融公司是该地区合作制度化的金融工具。该地区性机构达成的协同合作为关注生态和采取应有措施方面的监控及信息共享创造了有利环境。因此,本文的目的首先在于在理论层面分析国家间合作的原因。同时也进行了从不同方面对国际关系文献进行的综合分析。理论研究使得观察定期合作得到的经验以及解释国际机构怎样带领国家达成共同目标成为可能。地区性环境合作的地区性是本文的第二个研究目标。地区性合作能够提升全球性框架的有效性。地区性环境合作中的环境这一领域可以用地区主义和全球性的相互依赖进行解释,这也是当今社会的趋势之一。本篇硕士论文的目的在于指出地区...
