　　白俄罗斯是一个需要在迅速发展和政治不稳定的世界中生存的小国。作为苏联解体后出现的一个新独立国家,白俄罗斯在决定将走向何方,以及可以依靠谁的问题上面临着一些艰难的选择。特别是近年来,白俄罗斯需要对如何处理与俄罗斯和中国等新兴大国的关系而进行微妙的战略考量。根据经典国际关系理论,一个小国可以选择以下外交政策策略之一:搭便车策略、权力平衡策略力或对冲策略。当前,白俄罗斯与中国的关系与合作不断加深,但与俄罗斯的密切关系可能会限制白俄罗斯与其他国家的合作。白俄罗斯和俄罗斯的关系有着深厚的历史渊源,共同的思想、文化和历史使这两个国家成为很好的盟友。此外,白俄罗斯是一个后苏联国家。但是,近年来白俄罗斯与俄罗斯之间存在着一些误解,这可能是白俄罗斯加强与中国合作的原因,特别是在“一带一路”倡议下。白俄罗斯的外交政策战略选择不能以经典理论所衍生的理想类型为特征。本文认为,白俄罗斯在不同时期以选择性的方式使用了经典战略的组合,这给了它更加灵活的机会。白俄罗斯对俄罗斯的战略选择分为三个阶段:1991年至1995年,苏联解体后,白俄罗斯的经济由于以苏联为中心而遭到破坏,因此白俄罗斯决定采取搭便车策略和部分权力平...
