撒切尔“去福利化”改革及其启示

【摘要】：撒切尔执政期间进行的"去福利化"改革在英国影响较大,借鉴其经验教训,中国的养老金改革应注意以下方面:改进国家与社会的关系,建立有效的社会共同责任机制;注重人力资本投资,建立新型"社会投资型"国家;关注特困人群和基本养老,推动社会福利重点化;追求社会公平,注重提高经济效益;循序、渐进、有序,切忌过快过急。
[Abstract]:The reform of "dewelfare" carried out during Thatcher's administration has a great influence in Britain. Drawing lessons from its experience and lessons, China's pension reform should pay attention to the following aspects: improving the relationship between the state and society and establishing an effective mechanism of joint social responsibility; Pay attention to human capital investment, establish a new type of "social investment" country; pay attention to the special hardship group and basic old-age support, promote social welfare focus; pursue social fairness, pay attention to improving economic benefit; orderly, gradual, orderly, avoid too fast and too urgent.
