美国进步时代的腐败治理及其对中国的启示

【摘要】：政党分肥制、社会对腐败的高容忍度、金钱腐蚀政治、政府职能扩张,构成了美国进步时代前夜腐败高发的主要原因。进步人士为有效治理腐败,开出了两剂药方:一是限制掠夺之手,把权力关进制度的牢笼;二是重新唤醒公民责任感,以公民权利遏制公共权力的滥用。美国进步时代的腐败治理,给当下中国最有力的启示在于:腐败是可以得到有效治理的,但必须深刻认识当前中国反腐工作的特殊性与艰巨性,尤其需要凝练广泛的社会共识,依赖广泛的公众参与,在不触动政治体制根基的前提下,推进技术层面的政府改革。
[Abstract]:The system of partitioning of political parties, the high tolerance of society to corruption, the erosion of politics by money, and the expansion of government functions constitute the main reasons for the high incidence of corruption on the eve of the progressive era in the United States. Two prescriptions were put forward: one was to limit the hand of plunder and put power in the cage of the system; the other was to reawaken the sense of civic responsibility and to curb the abuse of public power by civil rights. Corruption in the progressive era of the United States, The most powerful revelation to China is that corruption can be effectively managed, but it is necessary to deeply understand the particularity and arduous nature of the current anti-corruption work in China. In particular, it is necessary to refine broad social consensus and rely on extensive public participation. In the premise of not touching the foundation of political system, promote the technical level of government reform.
