摩洛哥政治治理中的伊斯兰因素

【摘要】：伊斯兰教作为阿拉伯国家的国教与人民的主体信仰,在政治与社会生活中发挥着重要的作用。阿拉伯剧变自2010年爆发以来,表现出强烈的教俗矛盾与教派矛盾特征,伊斯兰因素持续影响着阿拉伯国家政治与社会秩序的稳定。被学术界冠以"例外论"的摩洛哥王国,在变局中摆脱了与其他国家相同的命运,化险为夷,成功保证了政局的平稳过渡。本文认为,摩洛哥例外的一个重要原因,在于阿拉维王室集团对伊斯兰因素长期有效的政治治理。因此,本文以摩洛哥王国为研究对象,以政治治理理论为分析框架,探讨其统治集团阿拉维王室如何通过恰当地对伊斯兰因素进行政治治理来维持国家政局的稳定。政治治理由治理主体、治理议题设置和与议题相对应的治理路径选择三个部分组成。就摩洛哥而言,本文选择的政治治理的主体是摩洛哥的统治集团阿拉维王室,从治理所遵循的以理念为导向的理想主义路径(ideal approach)和以具体问题为导向的现实主义路径(realistic approach)出发,摩洛哥政治治理伊斯兰因素的议题设置包括结构性议题与对象性议题两大部分,治理路径选择对应结构性与对象性两大议题。在对两大治理议题及路径选择的研究与分析后发现,摩洛哥王室在政治治理伊斯兰因素中呈现出保守性与开放性并存、宏观性与微观性并存、及时性与持续性并存三大特点。在成就方面,王室通过对伊斯兰因素较为成功的政治治理,有效地建构与稳固了国家的合法性基础、维持了平衡稳定的政治秩序、抵抗并打击了极端思潮与恐怖主义。但基于政治治理的保守性本质,这一治理模式依旧面临着伊斯兰价值与世俗政治间的理论矛盾、政治改革与君主制度间的结构性矛盾以及社会发展与既得利益间的内生性矛盾三大挑战。文章由以下六个部分组成:绪论阐明了本论文的选题理由,论述了本文写作所具有的理论及现实意义,总结归纳了国内外已实现的研究成果,同时介绍了论文写作所采纳的主要理论及方法。第一章通过概述摩洛哥政治治理的背景及伊斯兰教发展现状,奠定文章对摩洛哥政治治理伊斯兰因素进行分析的背景与基础。第二章从政治合法性与制度设计的层面讨论摩洛哥政治治理伊斯兰因素,分析摩洛哥王室在此方面如何进行结构性的议题设置,并选择相应的治理路径。第三章从摩洛哥政治治理中的伊斯兰对象性议题入手,分析摩洛哥王室在面对传统的苏菲道堂及不断兴起的现代伊斯兰主义等力量时,是如何采取多重路径对其进行了应对与治理的。第四章在前三章分析的基础上,对摩洛哥政治治理伊斯兰因素的实践做出了综合的评析,归纳总结出其表现出来的特点、实现的成就与未来面临的挑战。结语部分对本文提出的观点做出总结性的陈述与分析。深入研究摩洛哥政治治理中的伊斯兰因素,有助于我们进一步揭示伊斯兰教的多元性特点,了解伊斯兰教在阿拉伯国家政治生活中发挥的独特作用,建立系统性的分析框架研究伊斯兰问题。同时,这也细化与丰富了我国对摩洛哥及马格里布地区的研究成果,为国内相关领域内的研究提供了新的素材与参考。
