【摘要】： 阿联酋位于阿拉伯半岛的东南部,地理位置优越,石油和天然气资源的储量均居世界第五位。阿联酋在经济现代化建设中不断创造着令世人瞩目的奇迹,是中东地区成功发展现代化的典范。阿联酋联邦体制的特殊性和联邦内部各酋长国之间复杂的关系注定了阿联酋的现代化进程比其他国家更具独特性和复杂性。中国是世界石油消费和进口大国,加强与阿联酋的合作关系对我国能源安全具有重要的战略意义。从各个层面来讲,对阿联酋整体现代化进行系统的研究具有必要性和紧迫性。本论文注重从历史的角度研究阿联酋现代化的发展历程,在阅读大量资料和在阿联酋长期进行实地考察的基础上,用历史学、经济学、社会学、政治学、宗教学等多学科理论综合研究的方法对阿联酋的现代化进程进行分析,揭示出该国家现代化进程中的特点和存在的问题,预测其现代化进程的发展方向。本论文共有八个章目,其中第一章探析了阿联酋现代化的起源,从海湾整体历史的角度分析了阿联酋开启现代化进程的地区背景；第二、三章分别研究阿联酋经济现代化的特点,并对七个小酋长国现代化进程的“异与同”进行了个案研究。得出经济现代化过程中存在的问题主要有：联邦整体经济发展规划的缺失,经济结构不合理,贫富分化严重,对外籍劳工依赖严重,经济开放程度高,受金融危机影响大等；第四章为阿联酋政治民主化研究,通过对阿联酋政治民主化改革的内外条件和政治体制演进的分析,揭示了伊斯兰教与政治民主化千丝万缕的联系和伊斯兰教具有与时俱进的自我协调的能力,指出新兴的中产阶级是推动阿联酋政治民主化的动力；第五章从教育、医疗卫生、妇女和城市化进程等层面对阿联酋的社会现代化进程剖析,评论了大量外籍的移民存在对阿拉伯传统文化产生的冲击,高福利的政策对国民自力更生能力的消极影响等；第六章阿联酋现代化进程中的可持续发展问题,提出人力资源的可持续发展是阿联酋可持续发展面临的最难解决的问题；第七章比较研究迪拜与中国香港特别行政区现代化道路的异同及其启示,得出靠刺激房地产来带动经济发展的政策、缺乏完善的监管制度、本国人力资源短缺都是迪拜模式“患上不适应症”的原因；结论部分对阿联酋现代化进程中存在的问题与不足进行了总结,揭示了阿联酋现代化发展面临的难题,得出阿联酋虽然在经济现代化建设中取得了巨大的成就,但距离实现国家整体现代化的目标尚遥远。
[Abstract]:The United Arab Emirates is located in the southeast of the Arabian Peninsula, the geographical location, oil and gas reserves in the world's fifth.The UAE has created a remarkable miracle in its economic modernization and is a model for the successful development of modernization in the Middle East.The particularity of the UAE's federal system and the complicated relations among the Emirates within the UAE determine that the UAE's modernization process is more unique and complex than other countries.China is a major oil consuming and importing country in the world. Strengthening the cooperative relationship with UAE is of strategic significance to China's energy security.From all levels, it is necessary and urgent to carry out systematic research on UAE's overall modernization.This paper focuses on the historical perspective of the development of UAE modernization, on the basis of reading a large number of materials and long-term field visits in the UAE, using history, economics, sociology, political science,This paper analyzes the modernization process of UAE by means of comprehensive research of multi-disciplinary theories such as religious education, reveals the characteristics and existing problems in the modernization process of the UAE, and forecasts the development direction of the modernization process in the UAE.There are eight chapters in this paper. The first chapter analyzes the origin of the UAE modernization, and analyzes the regional background of the UAE modernization process from the perspective of the whole history of the Gulf.The three chapters study the characteristics of the UAE's economic modernization, and make a case study on the "difference and similarities" of the seven Emirati's modernization process.The main problems in the process of economic modernization are as follows: the absence of the overall economic development plan of the Federation, the unreasonable economic structure, the serious polarization between the rich and the poor, the heavy dependence on foreign workers, the high degree of economic openness and the great impact of the financial crisis;The fourth chapter is the study of the political democratization of the UAE, through the analysis of the internal and external conditions and the evolution of the political system of the UAE's political democratization reform.It reveals the inextricable connection between Islam and political democratization and the ability of Islam to keep pace with the times, and points out that the emerging middle class is the driving force to promote the political democratization of the United Arab Emirates.This paper analyzes the social modernization process of UAE from the aspects of women and urbanization, and comments on the impact of a large number of foreign immigrants on the traditional Arab culture, and the negative impact of the policy of high welfare on the national self-reliance.Chapter VI the sustainable development of UAE in the process of modernization, put forward that the sustainable development of human resources is the most difficult to solve the problems faced by UAE sustainable development;The seventh chapter compares the similarities and differences between Dubai and Hong Kong Special Administrative region of China on the road of modernization, and draws a conclusion that the policy of stimulating real estate to promote economic development lacks a perfect regulatory system.The shortage of human resources in our country is the reason of "unindications" in Dubai model. Conclusion the problems and shortcomings in the modernization of the United Arab Emirates are summarized, and the problems facing the development of the modernization of the United Arab Emirates are revealed.Although UAE has made great achievements in economic modernization construction, it is still far from the goal of realizing the overall modernization of the country.
