布莱尔政府社会福利制度改革研究

【摘要】： 社会福利问题是当代任何一个国家在现代化进程中必然遇到、广泛关注且无法回避的现实问题。进入21世纪以来,随着社会主义市场经济体制的逐步建立,中国在经济领域取得了全球注目的成果,但是,在经济发展的过程中,却出现了养老保险、医疗保险、失业保险、工伤保险、生育保险、最低生活保障等一系列社会保障领域的问题,这样一系列问题也使我国的经济发展走到了一个“瓶颈”状态,在一定程度上约束着我国经济的发展。正是在这样的背景下,社会保障制度日益成为全社会乃至全民关注的焦点。而“二战”后,英国作为“福利国家策源地”,建立了现在意义上的第一个福利国家,在世界上具有不可泯灭的影响,特别是在布莱尔政府执政期间,他所实施的社会福利制度改革理念,对福利国家风险起到了不可估量的作用,因此吸取其成功的改革经验,对于解决我国当前社会矛盾,构建社会主义和谐社会,建立健全我国的社会保障制度,具有一定的理论和现实意义。文章通过对布莱尔社会福利制度的研究得知:布莱尔政府的社会福利制度改革是在内外因“压迫”下所产生的,即来自外在全球化的浪潮所导致的生产要素的全球化、国际政治的巨变、全球人口老龄化继续蔓延,以及由于国内社会福利本身,传统福利制度的制度设计缺陷所引发的社会公平与经济效率之间的不平衡和道德风险等问题,以此来体现布莱尔政府进行社会福利制度改革的必要性。其次,为规避来源于全球政治、经济、社会以及国内福利制度本身所带来的缺陷与风险,布莱尔政府结合民主社会主义思想、新保守主义思想、新自由主义思想以及布莱尔个人思想倾向,创立了以“第三条道路”理论为指导的社会福利制度改革理论指导思想。再有,布莱尔政府以“第三条道路”为理论指导,对国内养老制度、失业制度、医疗制度、教育制度等福利制度进行了改革实践,并且取得了重大的成果,减轻了来自全球以及国内的压力,为世界社会福利制度建设注入了新的活力。最后,文章在分析布莱尔政府社会福利改革成效的同时为我国社会保障制度建设提出了新的建议。
[Abstract]:The social welfare problem is an inevitable and unavoidable problem for any country in the process of modernization. Since twenty-first Century, with the gradual establishment of the socialist market economic system, China has achieved global attention in the economic field. However, in the process of economic development, it has emerged. The problems of a series of social security areas such as old insurance, medical insurance, unemployment insurance, industrial injury insurance, birth insurance, minimum living security and so on, such a series of problems also make our country's economic development to a "bottleneck" state, to a certain extent, constrain the development of our country's economy. It is the social security system under such a background. After the "World War II", Britain, as the "source of welfare state", established the first welfare state in the present sense, and has an inevitable influence in the world. Especially during the Blair administration, he implemented the concept of social welfare system reform and the welfare state. Risk plays an inestimable role, so drawing on its successful reform experience is of theoretical and practical significance to solve the current social contradictions in our country, to build a socialist harmonious society and to establish and improve the social security system of our country.
Through the study of Blair's social welfare system, the article shows that the reform of the social welfare system of the Blair government is produced under the "oppression" of the internal and external factors, that is, the globalization of the factors of production caused by the wave of external globalization, the huge changes in international politics, the continued spread of the global population aging, and the social welfare of the country. In itself, the imbalance between social equity and economic efficiency caused by the defects of the system design of the traditional welfare system can reflect the necessity of the reform of the social welfare system of the Blair government. Secondly, to avoid the lack of the global political, economic, social and domestic welfare system itself. The Blair administration, combined with the thought of democratic socialism, Neo conservatism, Neo liberalism and Blair's personal thought, established the theory guiding ideology of social welfare system reform guided by the theory of "third roads". Furthermore, the Blair government guided the theory with the "Third Road", to the country. The internal pension system, the unemployment system, the medical system, the education system and other welfare systems have been reformed and carried out, and have achieved great achievements, alleviated the pressure from the world and the country, and injected new vitality into the construction of the social welfare system in the world. Finally, the article analyses the effect of the social welfare reform of the Blair government for our country at the same time. New suggestions have been put forward for the construction of social security system.
