韩国总统文件拷贝案件引发的热议

【摘要】：正在过去的10余年里,韩国政府的文件保管发生了根本性改革。新的改革是由前任总统卢武铉和市民管理委员会发起并支持进行的。2007年政府修改了公共文件管理法,使之更加有效;同年政府还通过了总统档案法。然而上述法案生效后不久,恰逢总统任期届满,卢武铉办公室以电子形式拷贝了所有的总统文件,留存备用。同时将"真实的"总统文件原件移交给了韩国国家档案馆。卢武铉的秘书被韩国国家档案馆指控违反了总统档案法。这种大规模的电子版总统文件
[Abstract]:In the past 10 years, the South Korean government document custody has undergone a fundamental reform. The new reforms were initiated and supported by former President Roh Moo-hyun and the Citizen Management Council. In 2007, the government amended the Public documents Management Act to make it more effective; the same year, the government also passed the Presidential Archives Act. But shortly after the bill came into effect, just as the term of office expired, Roh Moo-hyun 's office electronically copied all presidential documents and kept them in reserve. At the same time, the original "true" presidential documents were handed over to the National Archives of Korea. Roh Moo-hyun 's secretary was charged by the South Korean National Archives with violating the President's Archives Act. This massive electronic version of the presidential document.
