俄罗斯科学院改革:缘起、进程与反响

【摘要】：苏联解体后,俄罗斯逐步丧失全球科技大国的地位。为提高科学机构效率和竞争力,振兴科学发展,俄罗斯开启了科学院改革进程。2013年9月普京正式签署改革法案,将俄罗斯医学科学院、农业科学院并入俄罗斯科学院,并宣布成立联邦科研机构管理署,管理科学院资产。自2015年起俄政府开始对科研机构和科研人员进行精简整合,科研经费逐步流向科研效率高的机构。俄国内对近年科学院改革的评价褒贬不一。科学界对改革较为抗拒,对政府推行改革的动机、改革法案出台程序和行政官员管理学术机构等问题提出了质疑和批评,认为俄科学发展前景和青年学者的未来堪忧。
[Abstract]:After the collapse of the Soviet Union, Russia gradually lost its status as a scientific and technological power in the world. In order to improve the efficiency and competitiveness of scientific institutions and revitalize the development of science, Russia has begun the reform process of the Academy of Sciences. In September 2013, Putin formally signed a reform bill to incorporate the Russian Academy of Medical Sciences and the Academy of Agricultural Sciences into the Russian Academy of Sciences. It also announced the establishment of the Federal Agency for Management of Scientific Research institutions to manage the assets of the Academy of Sciences. Since 2015, the Russian government has started to streamline and integrate scientific research institutions and scientific research personnel, and scientific research funds have been gradually channelled to institutions with high scientific research efficiency. In Russia, there have been mixed reviews of the reform of the Academy of Sciences in recent years. The scientific circles are more resistant to the reform, the motivation of the government to carry out the reform, the procedure of the introduction of the reform bill and the management of academic institutions by administrative officials, and so on. They think that the prospect of scientific development in Russia and the future of young scholars are worrying.
