墨西哥政党统合制度研究

【摘要】：墨西哥的政党统合制度,在20世纪30年代卡德纳斯总统时期建立,成为威权政治的组成部分。在进口替代时期,国家通过高水平转移支付,维系统合制度的稳定运行,实现了政治稳定和经济奇迹。政党统合制度在其后的发展中,受到了经济因素的挑战,这包括了1982年的债务危机、1994年的经济危机。随着墨西哥经济模式从进口替代工业化(ISI)转向新自由主义经济,墨西哥政党统合制度开始产生变化,但在2000年之前,统合制度的根本结构未产生根本性的变化。随着威权时代的结束,墨西哥统合制度随着其“上位制度”的变化而发生变化。然而深嵌入政治文化层面的统合主义却依然留存下来。民主和统合主义并非必然不能相容,西欧很多民主国家都采用了统合主义的制度安排。同时应该看到,民主政体下可能蕴涵着促使统合主义消解的因子。就墨西哥现实来讲,民主化的进程深刻影响了墨西哥的统合主义的实践,这种改变是多方面且及其复杂的。也许原有的统合结构还在抵制这种变化,抵制结构性的变更,但无论如何,统合主义运作的实践已被改变。
[Abstract]:The political integration system in Mexico, established during the Cardenas presidency in the 1930 s, became an integral part of authoritarian politics. In the period of import substitution, the state maintained the stable operation of integration system through high level transfer payment, and realized political stability and economic miracle. The political integration system was challenged by economic factors in its subsequent development, including the debt crisis of 1982 and the economic crisis of 1994. With the transformation of Mexican economic model from import substitution industrialization to neoliberal economy, the integration system of political parties in Mexico began to change, but before 2000, the fundamental structure of integration system did not change fundamentally. With the end of authoritarianism, the Mexican integration system changed with the change of its superior system. However, integration, which is deeply embedded in political and cultural level, still survives. Democracy and integration are not necessarily incompatible, many democracies in Western Europe have adopted the institutional arrangement of integration. At the same time, it should be noted that democracy may contain factors that drive integrationism apart. As far as the Mexican reality is concerned, the process of democratization has deeply influenced the practice of integration in Mexico. Perhaps the old integration structure still resists this change, the structural change, but in any case, the practice of integralism operation has been changed.
