日本军政关系演变的脉络与逻辑

【摘要】："军政关系"是军事与政治的基础性命题。明治维新以来,日本国势跌宕起伏,军政关系素来是其重要变量。战前,尽管早期军政关系体现出一致性,但是后期军政关系无力协调政战两略,军人干政的结果是国家走上侵略扩张的道路。战后,日本降低军事在国家大战略中的地位,建立"文官统制"型军政关系,有力支撑了吉田路线的实施,成功实现战后复兴。冷战后,日本军政关系进入转型期,"文官统制"制度不断受到冲击。在缺乏"客观文人控制"传统的情况下,日本能否实现对自卫队有效的"文民统制",这是一个疑问。时下,日本国内新军国主义势力日渐崛起,颇让世人担忧。
[Abstract]:Military-government relationship is the basic proposition of military and politics. Since the Meiji Restoration, Japan has experienced ups and downs, and the military-government relationship has always been an important variable. Before the war, although the early military-government relations reflected consistency, the latter military-government relations were unable to coordinate the two strategies, and the result of military intervention was that the country embarked on the road of aggression and expansion. After the war, Japan reduced the position of military in the national grand strategy, established the "civilian control" type military-government relations, which supported the implementation of Yoshida line and successfully realized the postwar revival. After the Cold War, Japan's military-government relations entered a transitional period, and the system of civilian control was constantly attacked. In the absence of the tradition of "objective literati control", it is doubtful whether Japan can achieve an effective "civil and cultural control" over the SDF. At present, the rise of new militarism in Japan is worrying the world.
