“积极和平”:美国的和平运动与一战后国际秩序的构建

【摘要】：在美国,一战促进了一系列新型和平团体的建立和现代和平运动的兴起。包括法治主义、国际主义和自由和平主义团体在内的各种和平组织提出各种各样的和平计划,谋求通过重建国际和国内秩序来消除战争的根源,建立持久的和平。这些非政府组织不仅敦促美国政府加入国联并在战后和平机制的构建中扮演领导角色,而且还直接发起1920年代的裁军运动和使战争非法化运动。与19世纪欧洲通过均势维护国际安全的"消极和平"思想不同,一战后的美国和平团体把和平与改造不合理的国内和国际秩序联系起来。这种对"积极和平"的追求对美国外交政策和国际关系产生重要影响,并留下丰富的思想遗产。
[Abstract]:In the United States, World War I promoted the establishment of a series of new peace groups and the emergence of modern peace movements. Various peace organizations, including the rule of law, internationalism and liberal pacifism groups, put forward various peace plans, seeking to eliminate the root causes of war and establish lasting peace through the re-establishment of international and domestic order. These non-governmental organizations not only urged the United States Government to join the League of Nations and play a leading role in the construction of post-war peace mechanisms, but also directly launched the disarmament campaign of the 1920s and the campaign to decriminalize war. Unlike the idea of "passive peace" in Europe in the 19th century, which maintained international security through a balance of power, American peace groups after World War I linked peace to the reform of unreasonable domestic and international order. This pursuit of "positive peace" has an important impact on American foreign policy and international relations, and leaves a rich ideological heritage.
