东亚地区合作进程:一种“实践理性”的解释

【摘要】：2000年以来社会科学理论研究中的"实践转向"逐渐渗透到国际关系学科中,形成了以北美学者为代表的"国际关系实践理论"。其核心观点是,世界政治不能被简单视为民族国家或国际组织之间的利益竞争或者交换,而是由基于共同的"背景性知识"而实施适当绩效行动的"实践共同体"组成。对"实践理性"的强调无疑是突破现有国际关系研究大多强调"国家理性"的理论局限的一种重要尝试。本文的研究表明,冷战后的东亚地区合作进程基本符合实践理论的解释:持续的地区合作实践、"在合作中"的背景性知识,以及形成中的实践共同体成为判断东亚地区合作基于"实践理性"而非"国家理性"的三个突出特征。
[Abstract]:Since 2000, the "practice turn" in the theoretical research of social sciences has gradually penetrated into the discipline of international relations, and formed the "practical theory of international relations" represented by North American scholars. The core point of view is that world politics cannot simply be regarded as a competition or exchange of interests between nation-states or international organizations, but a "community of practice" in which appropriate performance actions are carried out on the basis of common "background knowledge". The emphasis on "practical rationality" is undoubtedly an important attempt to break through the theoretical limitations of "national rationality" in most of the existing studies on international relations. The research in this paper shows that the process of regional cooperation in East Asia after the Cold War basically accords with the explanation of practice theory: the continuous practice of regional cooperation, the background knowledge of "in cooperation", And the forming community of practice becomes the three prominent features of judging the East Asian cooperation based on "practical rationality" rather than "national rationality".
