委内瑞拉公共事务治理体系有效性探析

【摘要】：本文试图以公共政策过程理论为基础,建构一个以“强度”和“效度”为基础的双维度公共事务治理体系有效性理论模型,并以委内瑞拉的政治发展历史作为实证依据,分析委内瑞拉公共事务治理体系有效性问题,从而为委内瑞拉的政治“钟摆”、经济滑坡和社会危机找到一种深层的阐释方式,并以此为基础简要探讨中委关系和中国的应对之策。事实上,无论从治理主体、治理措施的角度来看,还是从治理客体、治理网络的角度来看,委内瑞拉公共事务治理体系的效度和强度都不充分,并且从历史发展的动态角度来看,其治理体系的有效性不足是历史和现实的共同产物,如果没有长期稳定可靠的政治领导在社会共识的基础上加强体系能力建设,未来也难以有大的改观。在这一背景下,中国应当进一步透彻分析委内瑞拉的公共事务治理体系有效性,做好对委投资和贸易的风险防控,并建构容纳官方和非官方的多层次外交体系,以保障自身投资、贸易和外交利益,正所谓“透析内政,服务外交”。
[Abstract]:Based on the theory of public policy process, this paper attempts to construct a two-dimensional theoretical model of the effectiveness of public affairs governance system based on "intensity" and "validity", and take Venezuela's political development history as the empirical basis. This paper analyzes the effectiveness of the Venezuelan public affairs governance system, so as to find a deep explanation for Venezuela's political "pendulum", economic downturn and social crisis. And on this basis, briefly discuss the relationship between China and Venezuela and China's countermeasures. In fact, the validity and intensity of the Venezuelan public affairs governance system is not sufficient from the point of view of the governance subject, the governance measures, the governance object, and the governance network. And from the dynamic point of view of historical development, the lack of effectiveness of its governance system is a common product of history and reality. If there is no long-term stable and reliable political leadership to strengthen system capacity building on the basis of social consensus, The future is hard to make a big difference. Against this background, China should further thoroughly analyze the effectiveness of Venezuela's public affairs governance system, do a good job in preventing and controlling risks in Venezuela's investment and trade, and build a multi-level diplomatic system that accommodates both official and unofficial officials. In order to protect their own investment, trade and diplomatic interests, so-called "internal affairs, service diplomacy."
