2013年日本《防卫大纲》解读——兼论日本对周边安全事务的参与

【摘要】：2013年日本《防卫大纲》展示了安倍政权在安全领域的基本主张,是安倍政府对日本国防战略的具体规划。对2013年日本《防卫大纲》进行解读,是就安倍出任日本首相后日本国防战略的诠释,亦显现出日本对周边安全事务进行参与的主导观念。结合日本周边安全演变态势的评估,得出日本《防卫大纲》的变化未必适用这一态势演变的客观需求。随着日本国防主导观念与周边安全客观需求之间的脱节,日本将逐渐陷入到其周边安全事务的困境之中。
[Abstract]:Japan's Defense outline in 2013 shows the basic ideas of Abe's regime in the field of security, and it is the specific plan of Abe's government for Japan's national defense strategy. The interpretation of Japan's Defense outline in 2013 is an interpretation of Japan's defense strategy after Abe became prime minister, and also shows the dominant concept of Japan's participation in peripheral security issues. Based on the assessment of the security evolution situation around Japan, it is concluded that the change of Japan's Defense outline may not be applicable to the objective demand of the evolution of this situation. With the disconnection between Japan's national defense dominant concept and the objective needs of peripheral security, Japan will gradually fall into the dilemma of its peripheral security affairs.
