老挝的政策转移简析

【摘要】：政策转移是各国在政策实践中一直存在的一种政策制定方式，它是世界各国从封闭制度走向开放外交的产物。伴随着全球范围的市场化与高度信息化，政策转移的发生也越来越具有普遍性，正向着全球化迈进。政策转移已经成为民族国家学习别国的政策经验、吸取别国的政策教训，，融入现行国际政治经济秩序的政策选择的有效方法之一。本文探讨了老挝的政策转移情况，首先分析了政策转移的概念以及国家间公共政策转移的理论框架，其次，对老挝公共政策转移的发展历程进行了研究，从20世纪70年代至今，主要分为三个阶段进行探讨；再次，分析了老挝公共政策转移过程中存在的问题，主要包括老挝政府存在的问题、老挝自身政策存在的问题以及转移过程中老挝政策环境存在的问题；最后，论文针对老挝政策转移存在的问题提出了完善老挝政策转移的对策，主要应该提高政府的决策能力、克服旧政策对新引进政策的限制以及减少转移来的政策与本土资源的冲突，笔者从这三方面进行了细致地探索与研究，力求对不断完善老挝的公共政策转移提出鄙见。
[Abstract]:Policy transfer is a kind of policy making method that exists all over the world in policy practice. It is the product of countries in the world from closed system to open diplomacy. With the global marketization and highly information, the policy transfer is becoming more and more universal, and it is moving towards globalization. Policy transfer has become one of the effective ways for nation states to learn from other countries' policy experiences, draw lessons from other countries' policies and integrate into the current international political and economic order. This paper discusses the situation of policy transfer in Laos. Firstly, it analyzes the concept of policy transfer and the theoretical framework of the transfer of public policy between countries. Secondly, it studies the development of the transfer of public policy in Laos from the 1970s to the present. It is mainly divided into three stages to discuss. Thirdly, it analyzes the problems existing in the process of public policy transfer in Laos, mainly including the problems existing in the Lao government. The problems existing in Laos's own policy and the problems existing in the Lao policy environment during the transfer process. Finally, the paper puts forward some countermeasures to improve the Lao policy transfer, which should improve the government's decision-making ability. To overcome the restrictions of the old policy on the new introduction policy and to reduce the conflicts between the transferred policy and the local resources, the author makes a detailed exploration and study from these three aspects, and tries to put forward a contemptible opinion on the continuous improvement of the public policy transfer in Laos.
