中亚安全格局与多边机制的作用

【摘要】：中亚地区安全格局一直呈现多元、多层次的特点。所谓多元,是指没有一种内部或外部力量能够在维护地区稳定方面发挥主导作用;所谓多层次,是指大国关系、地区国家间关系、对中亚有影响的周边力量都对地区的稳定有直接影响。在复杂的国际大背景下,刚刚经历金融危机冲击的中亚各国,又遇到了新的问题和挑战,在地区事务中有影响力的大国也调整了政策。地区安全格局发生了微妙的变化:大国地缘政治竞争呈现全方位化;中亚国家之间的疏离倾向越来越显性化;阿富汗问题前景难测,导致周边安全环境持续恶化。由于中亚地区面临的威胁具有内外结合、多领域共生等特点,迫切需要建立成熟的多边安全机制,帮助中亚国家进一步提高抵御安全风险的能力,同时在出现危机的时候能够联合应对。上海合作组织作为最早关注中亚地区面临的各种安全挑战的区域机制,开展了富有成效的合作,具有广阔的前景。
[Abstract]:The regional security pattern in Central Asia has been characterized by diversity and multi-level. The so-called pluralistic means that no internal or external forces can play a leading role in maintaining regional stability; the so-called multi-level refers to the relations between major powers and regional countries. The peripheral forces that influence Central Asia have a direct impact on the stability of the region. Under the complicated international background, the Central Asian countries that have just experienced the financial crisis have encountered new problems and challenges, and the influential powers in regional affairs have also adjusted their policies. Subtle changes have taken place in the regional security pattern: the great power geopolitical competition is omnidirectional; the alienation trend among the Central Asian countries is becoming more and more dominant; the prospect of Afghanistan is difficult to predict, which leads to the deterioration of the surrounding security environment. As the threats in Central Asia are characterized by internal and external integration and multi-domain symbiosis, there is an urgent need to establish mature multilateral security mechanisms to help Central Asian countries further enhance their ability to withstand security risks. At the same time in the event of a crisis can be a joint response. As the first regional mechanism to pay attention to the security challenges in Central Asia, the Shanghai Cooperation Organization (SCO) has carried out fruitful cooperation and has broad prospects.
