【摘要】：正我们出了问题,却看不清楚,往往是因为对历史关注太少。美国的多项政治制度正步入衰败。这种衰败与更加普遍的社会或者文明衰退现象是有本质区别的,在有关美国的话语体系中,后者已经成为高度政治化的主题。而在这里,政治衰败仅仅意味着具体的政治过程——有时是个别政府部门——出现功能性障碍。究其原因,是思想僵化和阻止改革与调整的顽固的政治行为体的权力不断增长导致了这种结果。这种政治衰败并不意味着美国
[Abstract]:We have problems, but we can not see clearly, often because of too little attention to history. Many of America's political systems are in decline. This decline is fundamentally different from the more general phenomenon of social or civilizational decline, which has become a highly politicized theme in the discourse system of the United States. In this case, political decline simply implies functional handicaps in specific political processes-sometimes in individual government departments.
