英国家庭政策的历史发展及类型学分析

【摘要】：在回顾英国家庭政策文献的基础上,通过整合两个不同的框架来梳理研究材料,呈现出英国家庭政策研究的发展脉络。一是以时间线为主轴,描述了英国家庭政策的历史发展。17世纪初到19世纪末,英国传统的社会救助政策历经旧济贫法到新济贫法的发展,而家庭政策的雏形也在这个过程中孕育出来。而在进入20世纪后,英国家庭政策稳步发展,其间受到社会民主主义的福利国家思想、撒切尔政府的保守主义经济学以及新工党政府的"第三条道路"主张的影响,在不同时期呈现出鲜明的发展方向。二是通过类型学的方式,对当前学界主流的研究理论进行整合,阐述不同学者在英国家庭政策研究上的理论洞见。如Esping-Anderson(1999)的福利体制理论框架,认为英国的家庭政策是典型的自由主义福利体制。Gauthier(1996;2002)则借鉴福利体制理论,提出了家庭政策模式与家庭政策体系理论,并指出英国不干预式的家庭政策对于家庭的支持有限。而Lewis(1992)则是从性别视角出发,批判以往对于英国家庭政策的研究忽视女性的贡献与作用,认为家庭政策研究需要引入对性别分工的关注,从而完善Esping-Anderson的福利体制理论框架。最后,建基于英国家庭政策的历史发展经验和类型学的理论分析,对我国家庭政策的未来发展与建构提出几点启示。
[Abstract]:On the basis of reviewing the literature of British family policy, the research materials are combed through integrating two different frameworks, showing the development of British family policy research. The first is to describe the historical development of British family policy. From the beginning of the 17th century to the end of the 19th century, the traditional social assistance policy of Britain has experienced the development of the old poverty relief law to the new poverty relief law. And the rudimentary form of family policy is also conceived in this process. After entering the 20th century, British family policy developed steadily, which was influenced by the social democratic welfare state, the conservative economics of the Thatcher government and the "third way" of the New Labour government. In different periods of time presents a bright direction of development. Secondly, through typology, the main research theories in academic circles are integrated, and the theoretical insights of different scholars in the research of British family policy are expounded. For example, Esping-Anderson (1999) holds that the family policy in Britain is a typical liberal welfare system. Gauthier (1996 / 2002) draws lessons from the welfare system theory and puts forward the family policy model and family policy system theory. It also points out that the non-interventionist family policy in Britain has limited support for families. Lewis (1992) criticizes the neglect of the contribution and role of women in previous studies on British family policy from a gender perspective, and argues that the research on family policy needs to introduce attention to the gender division of labor in order to perfect the theoretical framework of Esping-Anderson 's welfare system. Finally, based on the historical development experience of British family policy and the theoretical analysis of typology, this paper puts forward some enlightenments for the future development and construction of Chinese family policy.
