乌欧经贸关系及乌克兰加入欧盟的对策分析

【摘要】：自1991年8月独立以来，乌克兰不断发展同欧盟的经贸合作，加入欧盟及融入欧盟一体化是乌克兰最主要外交战略之一。1994年欧盟与乌克兰签订了合作伙伴关系协定。此后，乌克兰和欧盟保持积极的合作关系，乌克兰也积极致力于成为欧盟可以信赖的伙伴。乌克兰和欧盟在经济上的相互依赖关系日趋显著。乌克兰经济的健康发展越来越依赖欣欣向荣的欧盟经济。乌克兰现已被欧盟承认为是市场经济国家，而乌克兰希望加入欧盟，并融入欧洲一体化进程。从经济利益上讲，，通过加入欧盟，在欧盟大量资金支持和援助下，乌克兰可以迅速摆脱经济上的落后局面，尽快缩短与欧盟现有成员国之间的差距。加入欧盟还将给乌克兰提供市场准入的可能性，这就意味着一旦获得进入欧洲单一市场的机会，就可以进一步扩大出口，吸引外资，扩大对外贸易，创造就业岗位，增加国民收入等。另外，乌克兰的自然资源丰富、土地肥沃，劳动力素质较高，社会消费水平也较高。因此，对欧盟而言，乌克兰入盟也是拓展市场的机会，欧盟对乌克兰的投资额在不断上升。欧洲是欢迎乌克兰入盟的，但乌克兰还不能够适应欧盟成员国当前发展的水平。乌克兰需要采取相关的经济对策、新的对外贸易发展战略，即有管理的贸易自由化战略。本文在理论层面研究乌克兰融入欧洲一体化和加入欧盟的进程，并介绍了乌克兰加入欧洲机构的作用和效益，探讨乌克兰和欧盟国家的对外经济贸易关系，分析乌克兰和欧盟政治经济人文等领域的合作前景，并提出促进欧洲一体化和加入欧盟的经济对策与措施。
[Abstract]:Since its independence in August 1991, Ukraine has continuously developed economic and trade cooperation with the European Union, and its accession to the European Union and its integration into the European Union are one of the most important diplomatic strategies of Ukraine, and a partnership agreement was signed between the European Union and Ukraine in 1994. Since then, Ukraine and the EU have maintained active cooperative relations, and Ukraine is actively committed to becoming a trusted partner of the EU. Ukraine and the European Union are becoming increasingly economically interdependent. Ukraine's economic health is increasingly dependent on a thriving EU economy. Ukraine is now recognized by the European Union as a market economy country, and Ukraine wants to join the European Union and integrate into the European integration process. In terms of economic interests, Ukraine can quickly get rid of the economic backwardness and shorten the gap with its existing member states by joining the European Union and with the support and assistance of a large amount of money from the European Union. Accession to the European Union will also provide Ukraine with the possibility of market access, which means that once given access to the European single market, it can further expand exports, attract foreign investment, expand foreign trade and create jobs. Increase national income, etc. In addition, Ukraine is rich in natural resources, fertile land, high quality of labor force and high level of social consumption. Thus, Ukraine's entry is also an opportunity for the European Union, which is increasing its investment in Ukraine. Europe welcomes Ukraine into the EU, but Ukraine is not yet able to adapt to the current level of development of EU member states. Ukraine needs to adopt relevant economic countermeasures, new foreign trade development strategy, that is, managed trade liberalization strategy. On the theoretical level, this paper studies the process of Ukraine's integration into Europe and its accession to the European Union, introduces the functions and benefits of Ukraine's entry into European institutions, and probes into the foreign economic and trade relations between Ukraine and the European Union countries. This paper analyzes the prospect of cooperation between Ukraine and EU in the fields of politics, economy and humanities, and puts forward the economic countermeasures and measures to promote European integration and join the EU.
