【摘要】：正特殊接触项目(Special Access Program,SAP)是美国联邦政府针对特殊领域高密级涉密信息加强保密管理的项目。近期,美国防部制定并发布了《特殊接触项目保密手册:一般保密要求》(审查公开版,以下简称《保密手册》),对国防部特殊接触项目的一般规定、信息保护、保密检查、泄密事件处理等进行说明。一般规定1.保密标准操作程序。政府特殊接触项目保密负责人和已订立正式合同的国防承包商须根据特殊接触项目保密政策、项目特点和项目设施等实际情况制定保

Recently, the US Department of Defense has formulated and issued the Handbook on confidentiality of Special access projects: general confidentiality requirements.
