俄罗斯国家安全问题研究

【摘要】： 本文以俄罗斯国家安全问题为研究对象,主要分析俄罗斯在政治、军事、人口、经济、能源、金融、科技、生态和信息等具体领域的国家利益、基本安全状况、存在的安全隐患和风险及其面临的威胁,同时阐释俄罗斯实施的安全战略和安全观的定位,维护和处理安全问题所推行的政策、探寻俄罗斯解决各领域安全问题所采取的措施和手段。 在俄罗斯国家安全问题中,传统安全和非传统安全问题同时并存,不过非传统安全问题呈现出日益上升的态势。在传统安全方面,面对纷繁复杂的国际局势,俄罗斯仍然需要维护国家政治安全、军事安全和人口安全。在非传统安全方面,随着全球化浪潮的迅猛发展,俄罗斯面临着经济、能源、金融、生态、科技、信息等非传统安全领域的威胁,努力寻找解决安全问题的政策、措施和途径。 为了维护国家安全,俄罗斯积极寻求国际安全合作,首先在独联体国家范围内建立集体安全机制,其次在上海合作组织框架内在打击“三股恶势力”和贩卖毒品等跨国犯罪方面开展密切合作,在反恐领域与美国和北约进行合作。中俄在安全领域开展了行之有效的合作,并已经取得了明显的成效。 基于此,俄罗斯努力实现更广泛的集体安全,最终确保自身的国家安全。
[Abstract]:This paper takes Russia's national security as the research object, mainly analyzes Russia's national interests and basic security situation in specific fields such as politics, military, population, economy, energy, finance, science and technology, ecology and information. At the same time, it explains the orientation of the security strategy and security concept implemented by Russia, and the policies pursued to maintain and deal with security issues. To explore Russia's measures and means to solve security problems in various fields. Among Russian national security problems, traditional and non-traditional security problems coexist simultaneously, but non-traditional security issues show an increasing trend. In terms of traditional security, Russia still needs to maintain national political security, military security and population security in the face of complex international situations. In the aspect of non-traditional security, with the rapid development of globalization, Russia is facing threats in the fields of economy, energy, finance, ecology, science and technology, information and so on. In order to safeguard national security, Russia actively seeks international security cooperation and, first of all, establishes a collective security mechanism within the framework of the CIS countries. Secondly, close cooperation should be carried out within the framework of the Shanghai Cooperation Organization in the fight against "three evil forces" and transnational crimes such as drug trafficking, and with the United States and NATO in the field of counter-terrorism. China and Russia have carried out effective cooperation in the field of security and have achieved remarkable results. Based on this, Russia strives to achieve broader collective security and ultimately to ensure its own national security.
