欧盟的结盟民主:一种超国家政治组织的可持续治理模型

【摘要】：区域一体化是当前国际政治发展的重要趋势。由主权国家组成的国际组织逐渐成为人类治理的新形式。然而,国际组织发挥有效治理的功能往往与传统主权国家治理权威的独立性形成冲突。欧盟作为欧洲区域一体化发展的成果,自成立以来不仅成功地处理了与成员国之间的权威冲突,而且还保持了这种治理权威的有效和稳定。欧盟的政治权威从何而来?欧盟凭借何种机制保持了其治理体系的有效和稳定?结盟民主作为多元社会中的稳定民主模型,为欧盟超国家治理的稳定和有效提供了解释框架。
[Abstract]:Regional integration is an important trend of current international political development. International organizations composed of sovereign states have gradually become a new form of human governance. However, the function of effective governance of international organizations often conflicts with the independence of traditional sovereign state governance authority. As a result of the development of European regional integration, the European Union has not only successfully managed the conflict of authority with its member states, but also maintained the effectiveness and stability of the authority of governance since its establishment. Where does the EU's political authority come from? By what mechanisms has the EU maintained the effectiveness and stability of its governance system? As a stable democratic model in pluralistic society, allied democracy provides an explanatory framework for the stability and effectiveness of supranational governance in the EU.
