法国与欧盟安全与防务政策(ESDP):欧洲化的双向运动

【摘要】:现有有关成员国与欧盟安全与防务政策(ESDP)的研究未能全面反映成员国与欧盟安全与防务政策(ESDP)之间欧洲化运动的双向互动。本文通过研究认为,法国与欧盟安全与防务政策(ESDP)之间存在一个欧洲化的双向运动。通过该运动,法国成功地将其建立一个自主的、可信的、有效的“防务欧洲”的偏好和政策投射到欧盟,塑造欧盟安全与防务政策(ESDP)确立与发展的进程;同时,欧洲一体化进程和欧盟安全与防务政策(ESDP)的发展影响和作用于法国,对法国造成适应性压力,法国对偏好和政策进行调整。这个欧洲化的双向运动呈现出互动性、不对称性、历史性和开放性的特征,反映了欧盟安全与防务政策(ESDP)发展进程中法国与欧盟间,法国与其它成员国间的权力关系,这种权力关系集中体现在欧洲化双向运动的不对称性上。 法国与欧盟安全与防务政策(ESDP)之间欧洲化双向运动的不对称性在不同时期有不同表现,总体上法国主动欧洲化的一面强于法国受动欧洲化的一面。在法国推动欧盟安全与防务政策(ESDP)确立的过程中,法国通过法国中心主义、政府间主义、欧洲主义以及安全和防务战略主动欧洲化的战略成功地将国家偏好和预期投射到欧盟,欧盟安全与防务政策(ESDP)的最终确立实现了法国的目标。随着欧盟安全与防务政策(ESDP)的发展,法国受动欧洲化的一面在不断增强:一方面法国在能力和合法性上越来越依赖欧盟框架,另一方面法国不得不对其它成员国作出妥协,法国对“防务欧洲”的政治目标和欧盟安全与防务政策(ESDP)自主性的强调有所缓和,转而采取务实的态度将重点放在能力建设上,同时改善与北约的关系。萨科齐上台后,推动法国国防与国家安全战略的调整,重返北约军事一体化结构,但是法国国防与国家安全战略“欧洲化”的方向没有变,法国依然坚持欧洲自主防务和深化欧盟安全与防务政策(ESDP)的基本偏好。法国将其加强欧盟安全与防务政策(ESDP)机制和能力建设的偏好投射到《里斯本条约》当中;同时希望通过“多速欧洲”和“先锋集团”的方案巩固和提升其对欧盟安全与防务政策(ESDP)的控制力和推动力。重返北约军事一体化结构是法国在其它成员国压力下作出的政策调整,但法国的政策动机是打消美国和欧盟成员国对法国发展欧洲自主防务的疑虑,减少进一步发展欧盟安全与防务政策(ESDP)的阻力。
[Abstract]:The existing studies on the EU Security and Defense Policy (ESDP) do not fully reflect the two-way interaction between the EU Security and Defense Policy (ESDP) and the EU Security and Defense Policy (ESDP). This paper argues that there is a Europeanized bi-directional movement between France and the European Union's Security and Defence Policy (ESDP). Through this movement, France successfully projects its preference and policy of establishing an independent, credible and effective "defence Europe" to the European Union, shaping the process of the establishment and development of the European Union's security and defense policy (ESDP). At the same time, the process of European integration and the development of the European Union's security and defense policy (ESDP) influence and affect France, which exerts adaptive pressure on France, and France adjusts its preferences and policies. This Europeanized two-way movement is characterized by interactivity, asymmetry, history and openness, reflecting the power relations between France and the European Union and between France and other member states in the development of the EU's security and defense policy (ESDP). This power relationship is embodied in the asymmetry of the two-way motion in Europe. The asymmetry of the bi-directional movement of Europeanization between France and the European Union (ESDP) is different in different periods. In general, the active Europeanization of France is stronger than that of French-affected Europe. In the process of promoting the establishment of the European Union's security and defense policy (ESDP) in France, France has adopted French centralism, intergovernmentalism, The Europeanism and the strategy of active Europeanization of security and defense strategy successfully project the national preference and expectation to the European Union, and the establishment of the EU security and defense policy (ESDP) finally realizes the goal of France. With the development of the European Union's security and defense policy (ESDP), the Europeanization of France has been strengthened: on the one hand, France is increasingly dependent on the EU framework in terms of its capacity and legitimacy, on the other hand, it has to compromise with other member states. France's emphasis on the political goals of "defence Europe" and the autonomy of the European Union's security and defence policy, (ESDP), has eased, with a pragmatic approach focusing on capacity-building while improving relations with NATO. After Sarkozy took office, he pushed forward the adjustment of France's national defense and national security strategy and returned to the NATO military integration structure. However, the direction of the "Europeanization" of France's defense and national security strategy has not changed. France remains committed to the fundamental preferences of Europe's own defence and deepening the EU's security and defence policy, (ESDP). France projects its preference for strengthening the (ESDP) mechanism and capacity building of the EU's security and defence policy into the Lisbon Treaty; It also hopes to consolidate and enhance its control and impetus over the European Union's security and defense policy (ESDP) through "multi-speed Europe" and "Pioneer Group" programmes. The return to NATO's military integration structure is a policy adjustment made by France under pressure from other member states, but the French policy motive is to allay the doubts of the United States and EU member states about France's development of its own European defense. Reduce the further development of the EU security and defense policy (ESDP) resistance.
