论韩国与台湾的福利体制发展

【摘要】：韩国与台湾的福利体制发展始终与其经济政治的变迁紧密相连。自威权时期初步建立社会保障制度以来,韩国与台湾的福利政策一直遵循着"生产第一"的原则,其社会保障政策具有鲜明的"选择主义"的特征。这种情况在20世纪80年代末期发生了改变,其主要原因在于韩国与台湾在此期间经历了民主化的改革。在民主转型的过程中,韩国与台湾的福利体制开始向"普遍主义"发展,并确立了较为完整的福利体制。其经验说明,福利体制的成熟不仅与经济发展水平有关,也需要民主因素的推动。
[Abstract]:The development of welfare system in Korea and Taiwan has always been closely linked with the changes of its economy and politics. Since the establishment of the social security system in the period of authoritarianism, the welfare policy of Korea and Taiwan has always followed the principle of "production first", and its social security policy is characterized by "selectivism". This changed in the late 1980s, mainly because of democratic reforms in South Korea and Taiwan. In the process of democratic transformation, the welfare system of Korea and Taiwan began to develop to "universalism", and a relatively complete welfare system was established. The experience shows that the maturity of welfare system is not only related to the level of economic development, but also needs to be promoted by democratic factors.
