欧洲一体化进程中的国家主权问题研究

【摘要】： 国家主权理论发端于欧洲，在欧洲近代化的过程中不断的丰富和发展。特别是在欧洲一体化的进程中，欧洲不断的试验、探索关于国家主权的理论并进行着实践，，对国际政治产生了十分深远的影响。始于20世纪中叶的欧洲一体化，可以说是人类历史上首创的使得不同的国家由自发走向自觉联合的伟大创举。目前，欧洲联盟是世界上经济一体化发展程度最高的区域性国际组织，在国际政治、经济关系中发挥着举足轻重的作用。欧盟组织，不仅其内部组织形同国家主权者，而且在很多领域实际行使着过去属于国家的主权权力。欧盟的主权来自于成员国主权的部分转让或让渡，由于这种主权权力的转让或让渡具有持久性，且经国际条约固定下来，欧盟在其管辖的范围内所行使的职权，如同国家所行使的主权一样具有稳定性。几百年来，欧洲在发展历程中不仅贡献了国家主权理论。今天，它再次站在历史的风口浪尖，开始超越它所建构的威斯特伐利亚体系，在让渡部分主权权力的基础上，通过以国家共同治理为重心的欧洲多边主义合作，进行欧洲共同治理，走向一种创新的国家与社会的复合性区域共同体或网络。欧洲一体化的每一步进程在很大程度上成为了国际政治、经济的试验场，对传统的国际关系理论都产生了深远的影响。欧洲的每一小步，很可能意味着世界的一大步，我们研究全球化大背景下的欧洲一体化与国家主权之间的关系，不仅可以从整体上把握国家主权的比较完整的发展轨迹，而且可能据此预测未来主权理论的发展趋势。欧洲近来在一体化深化和拓展中也遇到一些困难，很多困难直接折射出传统主权观的困境，这些困境在全球化的背景下往往是带有普遍性的全球化困境，我们认真研究欧盟的现实困境，对于我们更好的维护国家主权，发展自己，早日实现中华民族伟大复兴都具有十分现实的意义。
[Abstract]:The theory of national sovereignty originated in Europe and has been enriched and developed in the process of European modernization. Especially in the process of European integration, European constant experiments, exploring the theory of national sovereignty and carrying out practice have had a very profound impact on international politics. The European integration, which began in the middle of the 20th century, can be said to be the first in human history to make different countries move from spontaneous to self-conscious union. At present, the European Union is a regional international organization with the highest degree of economic integration in the world and plays an important role in international political and economic relations. The EU organization, not only its internal organization is similar to the state sovereignty, but also actually exercises the sovereign power belonging to the state in many fields. The sovereignty of the European Union derives from the partial transfer or transfer of the sovereignty of its member States, and, since the transfer or transfer of such sovereign powers is permanent and is established by international treaties, the powers exercised by the European Union within its jurisdiction, It is as stable as the sovereignty exercised by the state. For hundreds of years, Europe has not only contributed to the theory of national sovereignty in the course of development. Today, once again, it stands on the cusp of history, beginning to transcend the Westphalia system it has constructed, and to cooperate through European multilateralism, which focuses on the common governance of States, on the basis of the transfer of some sovereign powers. European common governance towards an innovative state-society complex regional community or network. Each step of European integration has become the testing ground of international politics and economy to a great extent and has exerted a profound influence on the traditional theory of international relations. Every small step in Europe is likely to mean a big step in the world. By studying the relationship between European integration and national sovereignty in the context of globalization, we can not only grasp the relatively complete development trajectory of national sovereignty as a whole, And it is possible to predict the future trend of sovereignty theory. Europe has recently encountered some difficulties in deepening and expanding its integration, many of which directly reflect the dilemma of the traditional concept of sovereignty, which is often a universal dilemma in the context of globalization. It is of great practical significance for us to better safeguard our national sovereignty, develop ourselves, and realize the great rejuvenation of the Chinese nation at an early date.
