美国政府购买生态服务的经验与启示

【摘要】：政府购买生态服务是生态环境服务付费的重要内容。美国政府购买生态服务具有购买依据法制化、购买方式多样化、购买程序规范化和购买价格市场化等特点。当前我国正处于行政化生态补偿向市场化生态购买演进的转型时期,借鉴美国经验,有利于完善我国生态服务政府购买的体制机制。
[Abstract]:The purchase of eco-services by the government is an important part of the payment of eco-environmental services. The purchase of eco-services by the American government is characterized by legalization of purchase, diversification of purchase methods, standardization of purchase procedures and marketization of purchase prices. At present, our country is in the transition period from administrative ecological compensation to market-oriented ecological purchase. Drawing lessons from American experience, it is beneficial to perfect the system and mechanism of government purchase of ecological services in China.
