The Armed Crisis of 2012 in Mali:Impact and Reaction

　　马里位于西非的萨赫勒-撒哈拉地带。由于历史和地理位置的缘故,几个世纪以来,马里一直是许多种族、社会政治组织和宗教共同生活的地方。从1960年到现在,马里经历了多次叛乱和动荡时期。其中2012年是叛乱发生最严重的一年。2012年1月17日,一些由恐怖组织支持的图阿雷格人袭击了基达尔的守军。这次攻击是由解放阿扎瓦德民族解放运动（NMLA）发起的。这一反叛运动反对马里的中央政府。恐怖组织要求在萨赫勒地区实施伊斯兰法。这些有不同目标的叛军组织都在与马里军队作战。他们攻击国家机构,袭击无辜的平民。这使得马里很快陷入社会和政治危机之中。这场危机严重影响了马里的国家机构的正常运行和社会稳定。这场危机的产生可以追溯到马里1991年实行民主变革。多种原因引爆了这场危机,特别是地区和国际地缘政治问题、社会政治因素（社会政治多样性管理）、国家公共资源管理（国家和地方治理）以及安全部门的失效。2011年的阿拉伯之春和穆阿迈尔·卡扎菲的倒台导致马里图阿雷格和前叛乱人员的回归,帮助马里叛军解放阿扎瓦德（马里北部的三个主要地区之一）。据此,我们不难发现2012年武装危机的根本原因和马里恐怖主义兴起的原因。军事危机的...
