奥巴马非法移民改革方案研究

【摘要】：众所周知,美国是一个移民国家,每年都会有数以万计的移民来到美国,这些移民为美国的发展做出了巨大的贡献。但我们不难发现这样一个事实,在这些外来移民中有许多都属于非法移民。现状堪忧的非法移民对美国的社会、经济、人口等许多方面造成了巨大的影响和冲击,因此改革美国现有的移民政策成为必然。 美国历史上曾经进行过多次移民政策的改革,但均未达到预期的效果。2008年的全球经济危机给世界各国带来了不同程度的影响。 在这种种因素的影响和制约下,美国移民政策改革迫在眉睫。但奥巴马于2010年底提交的移民政策改革方案却出乎意料地遭到了国会的否决。由于美国的移民政策是许多因素相互作用的结果,探讨奥巴马移民政策改革失败的原因将有助于我们了解美国的内政外交政策,因此具有重大的理论和实践意义。本文将运用亨廷顿的国民特性理论对奥巴马政府移民改革失败的原因做进一步的阐述和分析。
