　　每一个项目的成功或失败都需要进行全面的评估。比如由非政府组织在发展中国家开展的非营利项目始终未能使项目受益人或客户满意,项目执行小组虽然在预算范围内不懈地工作,并在规定的最后期限内不断改进,但是他们忘记评估和反思其项目对受益者的成果和影响。与任何其他项目一样,在津巴布韦实施的青年就业技能和农村发展项目引起了所有当地媒体的关注,国际媒体也未能幸免。关于该项目的讨论仅限于项目完成、范围、时间和费用,对成果关注甚少,总体业绩难以衡量,需要一个全面的评估。本研究的重点是回顾关于项目成功标准的文献,并制定一个能够全面衡量项目成功的概念。目的还在于利用所开发的模式,严格评价青年就业和农村发展技能项目是否可以被视为成功,然后根据研究结果为今后的方案拟订提出建议。为了收集足够的项目成功评价数据,进行了严格的文献审查,并在研究中确定形成了一个新的全面评估概念。在评估选定项目的过程中,使用了调查问卷、深入访谈和焦点小组讨论等方式,从参与项目的关键人员、项目受益者和当地社区领袖那里收集数据,并使用Excel和Minitab 17对数据进行了分析。结果表明,津巴布韦达尔文山地区的青年就业和农村发展项目取得了成...
