美国犹太利益集团的政治参与—美以公共事务委员会在美国中东事务中的政治参与

　　在多元文化下的美国,是白人盎格鲁-撒克逊新教徒主导的社会,少数族裔的政治参与常常显得格外瞩目。美国犹太人参政历史悠久,尽管不到美国人口的3%,无论是投票还是参选公职却都非常积极。美国犹太人通过组成利益集团参政,向政府直接或间接地发起游说,捍卫美国犹太人的利益。尤其在以色列建国后,犹太利益集团更是同其保持紧密联系,努力为以色列争取美国的支持。在克林顿政府时期,美以公共事务委员会影响下的美以政治互动,为以色列争取到巨额的经济和军事援助,以及许多有利于以色列的法案的通过,有力地加强了美以关系。其游说方式为其他少数族裔所借鉴,更为美国华人的政治参与提供了启发。不过,犹太利益集团的政治参与也产生一些问题,在政治游说的过程中伤害了美国的国家利益,遭到“双重忠诚”的质疑。本文通过分析美以公共事务委员会为代表的美国犹太利益集团的游说国会、行政部门,进行政治宣传的政治参与行为,得出的结论是,犹太利益集团的政治参与并不能决定美国外交政策的制定,主权国家间的交往以国家利益为首要考虑因素。另外,其他少数族裔利益集团相继崛起,犹太利益集团主导美国政坛的局面并不可能发生,白人盎格鲁-撒克逊新教徒主导的美国政治才是...
