高度城市化区域内遗址公园的公众感知与参与问题研究

【摘要】：建设遗址公园是解决快速城市化进程中遗址保护与利用间矛盾的一剂良方。作为遗址公园建设的相关利益群体,城市居民能否正确的认识遗产保护并积极参与其中,对文化遗产的持续发展具有重要意义。本文选取高度城市化区域内的遗址公园为研究对象,并以西安市的延平门遗址公园和大明宫国家遗址公园为例,探讨遗址公园规划保护中公众感知与参与的相关问题。本文在总结以往研究成果的基础上,以治理理论、社会表象理论、马斯洛需求理论为指导,尝试着对公众感知、公众参与、高度城市化的概念进行界定；在延平门遗址公园和大明宫遗址公园进行实地调研(发放调查问卷、采访)获取第一手资料；通过对搜集的数据进行系统分析,发现目前西安市民对已建成的遗址公园满意度较高,正面感知明显,然而公众参与遗址公园保护、管理却仍处于启蒙阶段,参与的广度和深度有限,参与被动、方式单一。论文研究得出,通过从转变思想观念、完善参与制度、增强参与的实际操作性三方面入手可以改善公众参与遗址公园保护规划的现状,缩短感知与参与之间的不对等关系,实现政府与社会的良好互动,支撑公众参与体系的有效运行。
[Abstract]:Construction of site park is a good way to solve the contradiction between site protection and utilization in the process of rapid urbanization. It is a relevant interest group in the construction of site park. Whether urban residents can correctly understand heritage protection and actively participate in it is of great significance to the sustainable development of cultural heritage. This paper selects the ruins park in the highly urbanized area as the research object. Taking Yanping Gate site Park and Daming Palace National ruins Park in Xi'an as examples, this paper discusses the problems of public perception and participation in the planning and protection of ruins park. On the basis of summarizing the previous research results, this paper tries to define the concepts of public perception, public participation and high urbanization under the guidance of governance theory, social representation theory and Maslow demand theory. In Yanping Gate site Park and Daming Palace site Park field research (questionnaires, interviews) to obtain first-hand information; Through the systematic analysis of the collected data, it is found that Xi'an citizens have a high satisfaction with the completed site park, positive perception is obvious, but the public participation in the protection of the site park, management is still in the enlightenment stage. The scope and depth of participation is limited, passive participation, single way. Enhancing the practical operation of participation can improve the status quo of public participation in the conservation planning of ruins parks, shorten the unequal relationship between perception and participation, and realize the good interaction between the government and society. Support the effective operation of the public participation system.
