论明清时期怒江流域农田水利建设

【摘要】:怒江流域流经云南西部边境地区,其泾渭分明春旱秋涝的气候特点,致使农业生产环境变得更加艰难,水利灌溉建设在农业中的地位越显重要。明清时期,怒江流域平坝地区民众在长期的治水实践过程中,因地制宜探索出一套行之有效的农田水利建设和管理办法,或筑堤围堰,加固堤防,蓄水相济;或制定乡约,按粮班水,有条不紊;或堤岸植树,固沙培土;或疏浚河道,清理淤塞;或指定河工,定期巡访,有效地解决了威胁居民安全的水患问题及保证了农田灌溉用水,为粮食生产提供了基础设施保障,缓解了粮食紧缺的矛盾,实为怒江流域农田水利建设史上的一大盛举,惠及后世。
[Abstract]:The Nujiang River basin flows through the western border area of Yunnan Province, and its distinct climatic characteristics of spring, drought, autumn and flood make the agricultural production environment more difficult, and the construction of water conservancy and irrigation plays a more important role in agriculture. During the Ming and Qing dynasties, people in Pingba area of Nujiang River Basin explored a set of effective methods for the construction and management of farmland water conservancy according to local conditions in the long-term practice of water control, or constructed dike cofferdam, strengthened dike, and stored water together. Or make village covenant, according to grain shift water, orderly; or the bank planting trees, sand consolidation and soil; or dredging the river, clear silting; Or designated river workers and regular visits have effectively solved the water problems threatening residents' safety and ensured irrigation water use in farmland, provided infrastructure security for grain production, and alleviated the contradiction of grain shortage. It is a grand event in the history of agricultural and water conservancy construction in Nujiang River Basin, benefiting future generations.
