和谐社会行政文化建设研究

【摘要】:十一届三中全会以来,我国在经济领域、社会领域、政治领域、文化领域、生态领域都取得了举世瞩目的成就。但是,我国目前仍然正处社会主义初级阶段,发展的任务重、潜力大。目前,在党中央的领导下,全国人民正朝着建设社会主义和谐社会的目标前进,正朝着全面建成小康社会的宏伟目标努力奋斗。我国正在全面建设社会主义的和谐社会。社会主义和谐社会,是人们对社会状态和社会理想的一种良好憧憬。政府在这一过程中起着十分重要的作用。行政文化对于政府行政管理来说是非常重要的,要提高政府的行政管理效率,要完善行政体制管理,必须要具备先进的行政文化。目前,政府部门出现的管理效率较低、一些官员较为严重的腐败现象等问题,导致政府部门在百姓心中的形象和信赖度降低。纵观我国政府现状,现行行政文化的一系列弊端,成了建设社会主义和谐社会的一大障碍。因此,和谐社会行政文化建设是一项十分重要而紧迫的任务。 和谐社会行政文化建设,指行政的领导者根据国家发展的需要和行政文化发展的规律,发挥主观能动性,以期望在我国建设和谐社会的历史进程中,形成与和谐社会相匹配的行政文化的过程。建设和谐社会行政文化的目标在于建设与社会主义和谐社会的经济、政治、社会、文化、自然生态的和谐发展相适应的新型行政文化,从而达到提高行政组织的行政管理效率,,更好的促进社会朝着和谐健康的方向前进。作者通过查阅大量文献资料、向有权威专家请教咨询、实地调查与个体访谈相结合的方法获取了大量理论与实践资料来开展该研究。本论文的研究将突出行政文化的两个重点,即精神文化与制度文化,以此来剖析现行的行政文化中的突出问题。论文分为六部分:第一部分为绪论,为本论文开展研究的研究背景、本研究的研究意义、研究思路和研究方法;第二部分,阐释了和谐社会行政文化的相关基础概念与理论;第三部分分析了我国行政文化的历史和现状、存在的问题及原因;第四部分,概述了和谐社会行政文化的特征与建设内容;第五部分,论证了和谐社会行政文化建设的指导原则、针对出现的问题,提出对策与建议以及后续保障机制;第六部分,研究结论。
[Abstract]:Since the third Plenary session of the Eleventh Central Committee, China has made remarkable achievements in the fields of economy, society, politics, culture and ecology. However, our country is still in the primary stage of socialism, and the task of development is heavy. At present, under the leadership of the Party Central Committee, the people of the whole country are advancing towards the goal of building a harmonious socialist society. We are striving towards the grand goal of building a well-off society in an all-round way. China is building a socialist harmonious society in an all-round way. The government plays a very important role in this process. The administrative culture is very important to the government administration, so it is necessary to improve the efficiency of the government administration. In order to perfect the administrative system and management, we must have an advanced administrative culture. At present, the administrative efficiency of government departments is relatively low, and some officials are more seriously corrupt. As a result, the image and trust of government departments in the hearts of the people have been reduced. Looking at the present situation of our government, a series of malpractices in the current administrative culture have become a major obstacle to building a harmonious socialist society. The construction of administrative culture in a harmonious society is a very important and urgent task. The construction of administrative culture in a harmonious society means that the administrative leaders, according to the needs of national development and the law of the development of administrative culture, give play to their subjective initiative in order to expect that in the historical process of building a harmonious society in our country, The process of forming an administrative culture that matches a harmonious society. The goal of building an administrative culture in a harmonious society is to build the economy, politics, society and culture of the socialist harmonious society. The harmonious development of the natural ecology adapts to the new administrative culture, so as to improve the administrative efficiency of the administrative organization and promote the society to move towards the direction of harmony and health. The method of consulting authoritative experts, combining field investigation with individual interviews, has obtained a great deal of theoretical and practical data to carry out the study. The research in this paper will highlight the two emphases of administrative culture, that is, spiritual culture and institutional culture. The thesis is divided into six parts: the first part is the introduction, the research background of this paper, the significance of this study, the research ideas and methods; the second part, It explains the basic concepts and theories of administrative culture in harmonious society; the third part analyzes the history and present situation of administrative culture in China, the existing problems and reasons; part 4th, summarizes the characteristics and construction contents of administrative culture in harmonious society; Part 5th demonstrates the guiding principles of the construction of administrative culture in a harmonious society, and puts forward countermeasures and suggestions as well as the follow-up safeguard mechanism in view of the problems that arise; part 6th, the conclusion of the study.
