新时期中国共产党和人民群众关系建设研究

【摘要】：党群关系问题历来是党的建设中一个重要问题，是关系着党的事业兴衰成败和党的生死存亡的根本政治问题。中国共产党自成立以来，一直高度重视党群关系问题。在新的历史条件下，随着改革开放地不断深入，我国党情、民情、社情都发生了广泛而深刻的变化，党群关系也面临新情况、新问题。笔者通过历史分析法、文献研究法和理论联系实践的方法，对新时期党群关系的建设进行了探讨，从理论上更加深刻地了解密切党群关系的重要性；补充和发展马克思主义党群关系理论体系；有利于巩固党的执政地位，提高党的执政能力；对切实维护群众利益，缓和社会矛盾，密切党群关系有一定的积极作用。笔者首先从分析党群关系的内涵和本质入手，梳理和总结了马克思、恩格斯、列宁等经典作家及中共几代领导人对党群关系理论的贡献和发展，为本论文的研究奠定理论基础；其次，分析了密切党群关系的重要性，提出在新时期党群关系出现的问题，包括人民群众的切身利益难以得到保障、党对群众的向心力相对下降、党群间利益矛盾凸显、党群间思想隔阂加深、党群关系矛盾复杂化等，并从经济、政治及社会因素等方面分析了问题产生的原因；最后，笔者从坚持理论指导、发展经济基础、加强党的建设、完善制度建设和做好群众工作等五个方面，，提出了加强新时期党群关系建设的路径。
[Abstract]:The relationship between the Party and the masses has always been an important issue in the construction of the Party. It is also a fundamental political issue related to the success or failure of the cause of the Party and the survival of the Party.Since the founding of the CPC, it has always attached great importance to the relationship between the Party and the masses.Under the new historical conditions, with the deepening of reform and opening up, the feelings of the Party, the people and the society have all undergone extensive and profound changes, and the relationship between the Party and the masses is also facing new situations and problems.The author discusses the construction of the relationship between the Party and the masses in the new period through the methods of historical analysis, literature research and the combination of theory and practice, so as to understand the importance of close relationship between the Party and the masses in theory.To supplement and develop the theoretical system of Marxist party-mass relations is conducive to consolidating the ruling position of the Party and improving its ruling ability; it has a certain positive effect on safeguarding the interests of the masses, easing social contradictions, and strengthening the relationship between the Party and the masses.The author begins with the analysis of the connotation and essence of the relationship between the Party and the masses, combs and summarizes the contributions and development of Marx, Engels, Lenin and other classical writers and leaders of the CPC to the theory of the relationship between the Party and the masses, so as to lay a theoretical foundation for the study of this paper.Secondly, it analyzes the importance of close relationship between the Party and the masses, and points out the problems that appear in the relationship between the Party and the masses in the new period, including the difficulty of protecting the vital interests of the people, the relative decline of the party's centripetal force towards the masses, and the prominent contradiction of interests between the parties and the masses.The ideological estrangement between the Party and the masses is deepened, the contradiction between the Party and the masses is complicated, and the causes of the problems are analyzed from the aspects of economic, political and social factors. Finally, the author insists on the theoretical guidance, develops the economic base, and strengthens the Party's construction.This paper puts forward the ways of strengthening the relationship between the Party and the masses in the new period from the five aspects of perfecting the system construction and doing the mass work well.
