【摘要】：群众路线是中国共产党在革命战争年代形成和发展起来的,当时作为革命党的根本路线的群众路线,主要属于观念形态、作风形态、工作形态。中国共产党成为执政党以后,作为观念形态、作风形态、工作形态的群众路线,必然也要合乎逻辑地转变为国家法律形态和制度形态。而作为我们国家的根本政治制度的人民代表大会制度,既是人民当家作主的最高实现形式和最好实现形式,也是贯彻群众路线的最高实现形式和最好实现形式。也就是说,人民代表大会制度是群众路线的国家制度形态,是群众路线的高级形式。必须坚持好、完善好、发展好人民代表大会制度,充分发挥人民代表大会制度在保证人民当家作主和人民监督国家权力方面的制度功能,充分发挥它在贯彻群众路线、密切党和国家联系群众方面的制度优势。
