中国共产党依法执政保障对策研究

【摘要】：当今世界正处在大发展大变革大调整时期,当代中国已经进入了全面建设小康社会关键时期和深化改革开放、加快转变经济发展方式攻坚时期。面对世情、国情、党情的深刻变化,新时期我国社会主义如何进一步实现更好的发展,这反映到执政的中国共产党身上就是如何更好地执政。依法执政是在新的历史条件下中国共产党执政的一个基本方式,是依法治国的重要保证,也是中国共产党遵循共产党执政规律、社会主义建设规律、人类社会发展规律,应对执政考验、改革开放考验、市场经济考验、外部环境考验,永远保持党的先进性和长期执政地位的重中之重。而立足现实,深入研究中国共产党依法执政保障对策对于建设社会主义法治国家和社会主义和谐社会建设有着重要的意义和价值。论文共分五个部分：第一部分主要阐述了论文的写作缘由,梳理了中国共产党依法执政的研究现状以及本论文所要解决的问题和结构安排；第二部分较为系统地分析了中国共产党依法执政的内涵与目标,并围绕目标动力,提出了中国共产党依法执政的保障对策的命题；第三部分集中论述了中国共产党依法执政的观念保障；第四部分集中论述了中国共产党依法执政的机制保障；第五部分集中论述了中国共产党依法执政的监督保障。笔者认为,应建立以运行机制保障为核心,以观念保障为先导,以依法监督为纠偏(错)手段的中国共产党依法执政保障的良性机制。中国共产党依法执政是当代中国实现党的领导与人民当家作主和依法治国有机统一的最佳实现路径,因此顺利推进和实现中国共产党的依法执政既是中国依法治国的需要,也是和谐社会建设的需要,更是中国特色社会主义走向伟大顺利的需要。
[Abstract]:The world today is undergoing great changes and adjustments, the Chinese has entered the critical period of building a well-off society and the deepening of reform and opening up, accelerate the transformation of economic development in the crucial period. Facing the world situation, profound changes in the party situation, the new period of China's social development, how to achieve better, which reflects the the ruling Communist Party China body is how to better the ruling. Ruling by law is a basic way in the new historical conditions China the ruling Communist Party, is an important guarantee for the rule of law, but also China Communist Party followed the ruling law of the Communist Party, the law of socialist construction and the law of development of human society, to deal with the test, the reform and opening up the market test. Economic test, the test of the external environment, priority among priorities always maintain the advanced nature of the party and the long-term ruling position. But based on reality, further research is China The Communist Party of China, ruling security measures for building a socialist country ruled by law and building a socialist harmonious society has important meaning and value.
This paper is divided into five parts: the first part mainly expounds the reasons for writing this paper, reviews the research status and problems of Chinese governance according to law and the structure of this paper is to solve the arrangement; the second part analyzes systematically the connotation and aim of the Communist Party of Chinese ruling according to law, and according to the goal of power, put forward Chinese according to law the ruling security countermeasure proposition; the third part mainly discusses the concept of security Chinese governance according to law; the fourth part mainly discusses the safeguard mechanism of Chinese governance according to law; the fifth part mainly discusses the supervision China governance according to law. The author thinks that we should establish a mechanism to ensure security as the core concept for the pilot to supervise for rectification (wrong) benign mechanism means China governance according to law guarantee.
The Communist Party of China ruling of contemporary Chinese realize the leadership of the party and the people in power and the organic unity of the rule of law to achieve the best path, so smoothly and to realize the ruling Communist Party China Chinese is the rule of law, but also the construction of a harmonious society needs, is China socialism to need great success.
