现代化视野下对中国共产党总路线的历史考察

【摘要】：中国共产党的发展与中国现代化的发展是一个互相统一的过程，我们党在不同时期制定的总路线（或称基本路线）都与现代化的发展密切相关。胡锦涛同志在《庆祝中国共产党成立90周年大会上的讲话》中指出：中国共产党成立90年来，领导和团结中国人民在这片古老的土地上，谱写了一场人类发展的壮丽史诗，推动并完成了三件大事：“第一件大事，我们党紧紧依靠人民完成了新民主主义革命，实现了民族独立、人民解放……第二件大事，我们党紧紧依靠人民完成了社会主义革命，确立了社会主义基本制度……第三件大事，我们党紧紧依靠人民进行了改革开放新的伟大革命，开创、坚持、发展了中国特色社会主义”①，这三件大事正是在新民主主义革命总路线，过渡时期总路线以及社会主义初级阶段基本路线的指导下完成的。现代化是近现代中国社会发展的主题，但中国作为一个后发外生型的现代化国家，其现代化发展面临着一系列难题：近代中国半殖民地半封建社会的现实使得争取民族独立、人民解放成为中国现代化发展必需的政治前提；选择适合中国国情的发展道路是推动中国现代化发展的重要条件；寻找适合中国国情的发展模式是中国现代化发展的决定性因素。上述难题决定了中国的现代化发展必须有一个强有力的政党来领导和保证，而中国共产党作为近现代中国现代性因素聚合的产物，自诞生起就肩负起了这一历史使命。在现代化发展的不同的历史时期，中国共产党相继提出了新民主主义革命总路线、过渡时期总路线和社会主义初级阶段基本路线，，不断地推动中国现代化向前发展。新民主主义革命总路线为中国现代化发展提供了政治前提。近代中国半殖民地半封建社会的性质决定争取民族独立、人民解放成为现代化发展的必然要求，但农民阶级、民族资产阶级由于其自身的历史局限提不出科学的革命纲领，无法领导中国社会完成这一历史任务。而中国共产党在正确分析近现代中国国情的基础上，形成了新民主主义革命总路线。在这一总路线的指导下，中国共产党领导中国人民进行了反帝反封建的新民主主义革命，完成了争取民族独立和人民解放的历史任务，从而为中国现代化的发展提供了必要的政治前提。过渡时期总路线为中国现代化发展奠定制度基础。无论从文化价值理念还是现实发展的角度看，中国现代化选择走社会主义道路有其历史的必然性。在多重因素的作用下，中国共产党适时提出了“一化三改”的过渡时期总路线，使社会主义的基本制度在中国确立，中国社会实现了从新民主主义向社会主义的过渡，从而为现代化发展奠定制度基础。社会主义初级阶段基本路线为中国现代化发展指明实践途径。在探索适合中国的社会主义现代化道路的过程中，我们形成了两条错误的总路线，使现代化发展遭遇了挫折与重创。十一届三中全会以后，中国共产党拨乱反正，在总结历史经验教训的基础上，逐渐形成了社会主义初级阶段的基本路线，并不断发展完善，开创出中国特色社会主义现代化发展的新局面。纵观中国共产党总路线的发展，其演变一脉相承，与中国现代化进程紧密地交织在一起。从新民主主义革命的总路线发展到社会主义初级阶段基本路线，其所要解决的主要问题，恰恰也正是中国现代化所面临的主要问题。整个过程书写的不仅是中国共产党成长壮大的历史，而且是中国现代化不断发展、不断突破的历史。
