【摘要】：文化是一个国家和民族的灵魂。在全球化进程席卷世界的新时期，伴随国与国之间综合国力竞争的日趋剧烈，文化作为反映一个民族生活方式和发展样式的重要标识，其战略地位日益凸显。党的十七大将“科学发展观”作为指导思想写入党章，并首次提出“提高国家文化软实力”的战略论断，意义非凡，影响深远。深入贯彻和落实科学发展观，实现文化强国目标，加快我国全面建设小康社会的进程，需要进一步从战略上研究文化发展。本论文将传统文化与现代文化、中华文化与西方文化进行比较和综合分析，凸显出我国文化发展的特点及现状。用事实与价值分析相统一的方法立足于十七大以来社会主义和谐社会建设取得的新成就，揭示出文化战略的重要地位。用文献研究法深入研究毛泽东、邓小平、江泽民、特别是胡锦涛同志关于文化建设的重要讲话精神，借鉴学术界优秀理论成果，进行深入研究，以期完善我国文化发展战略的思想。本论文通过对文化、文化发展及文化发展战略的内涵等内容的阐述，归纳了科学发展观统领下我国文化发展的基石，详细分析了科学发展观视阈下我国文化发展战略的基本结构和实现这一战略的实践方略。探讨了推动我国文化大发展大繁荣，实现文化强国和平崛起的路径和方法。
[Abstract]:Culture is the soul of a nation and a nation. In the new era when globalization is sweeping the world, with the increasingly fierce competition of comprehensive national strength among countries, culture, as an important symbol reflecting a nation's way of life and development style, has become increasingly prominent in its strategic position. The Seventeenth National Congress of the Communist Party of China wrote "Scientific Development View" into the Constitution of the Party, and put forward for the first time the strategic conclusion of "improving the soft power of national culture", which is of great significance and far-reaching influence. It is necessary to carry out and implement the scientific concept of development, to realize the goal of cultural power and to speed up the process of building a well-off society in an all-round way. In this paper, the traditional culture and modern culture, Chinese culture and western culture are compared and comprehensively analyzed, which highlights the characteristics and present situation of Chinese culture development. Based on the new achievements in the construction of a harmonious socialist society since the 17th National Congress of the Communist Party of China, the method of unifying facts and value analysis reveals the important position of cultural strategy. Using literature research method to study the spirit of Mao Zedong, Deng Xiaoping, Jiang Zemin, especially Comrade Hu Jintao's important speech on cultural construction, and draw lessons from the outstanding theoretical achievements of academic circles to carry out in-depth research. In order to improve our cultural development strategy. Through the elaboration of culture, cultural development and the connotation of cultural development strategy, this paper summarizes the foundation stone of Chinese cultural development under the guidance of scientific development view. This paper analyzes in detail the basic structure of our country's cultural development strategy from the perspective of the scientific development view and the practical strategy to realize this strategy. This paper probes into the ways and methods of promoting the great development and prosperity of Chinese culture and realizing the peaceful rise of cultural power.
