和谐社会构建中新媒体舆论监督引导机制研究

【摘要】：和谐社会是中国共产党在新的历史时期着力构建的美好社会形态，中国共产党在十六届四中全会中最早明确提出了构建社会主义和谐社会的任务。在党和国家建设社会主义和谐社会的背景下，在新媒体迅速发展的今天，建立完善的新媒体舆论监督引导机制具有重要的理论意义和现实价值。目前我国新媒体快速发展，以新媒体传播为媒介的舆论监督也开展的如火如荼，正在逐渐发展成为舆论监督的主要方式。新媒体成为舆论监督手段的同时，几乎也成了最大的谣言生成地，各种非理性言论在新媒体上病毒式的传播，对社会主义和谐社会的构建造成明显的负面影响。新媒体作为新生事物，政府机关对其运用还存在不足，如何构建一套完备的舆论监督引导机制至关重要。首先，，本文在具体阐述和谐社会和新媒体舆论监督这两个基本概念内涵的基础之上，进一步分析了新媒体舆论监督与和谐社会构建之间的辩证关系。一方面新媒体舆论监督对于和谐社会构建在六个方面具有重要的积极作用，另一方面和谐社会的氛围也有助于新媒体更快更健康的持续发展。这两者之间实际上一种相辅相成的互相促进的关系。紧接着，文章分析了新媒体舆论监督异的现状以及出现问题的原因。新媒体舆论监督主要存在三方面的问题，分别是新媒体舆论监督的主体方面、新媒体舆论监督自身方面以及政府应对新媒体舆论监督方面。造成新媒体舆论监督存在问题的原因也是多方面的，既有全球化意识形态的大环境影响，又有新媒体传播方式带来的必然冲击，同时还与政府机关缺乏完善的新媒体舆论监督引导机制有着重要的关系。最后，文章针对新媒体舆论监督当前存在的一些不足，提出了建立完善的新媒体舆论监督引导机制的建议。通过这样的一套完整的引导机制，便能够有效的利用新媒体的舆论监督，达到构建社会主义和谐社会的目标。
[Abstract]:The harmonious society is the beautiful social form that the Communist Party of China tries to build in the new historical period. In the fourth Plenary session of the 16th CPC Central Committee, the Communist Party of China first put forward the task of constructing the socialist harmonious society. Under the background of the construction of socialist harmonious society by the Party and the country, and with the rapid development of the new media, it is of great theoretical and practical value to establish a perfect supervision and guidance mechanism of public opinion in the new media. At present, the new media is developing rapidly in our country, and the supervision of public opinion with the new media as the medium is developing in full swing, and is gradually developing into the main way of the supervision of public opinion. At the same time, the new media has become the means of public opinion supervision, and almost became the biggest source of rumors. The viral spread of various irrational remarks in the new media has a significant negative impact on the construction of a harmonious socialist society. New media as a new thing, the government organs still have shortcomings in its use, how to build a complete supervision and guidance mechanism of public opinion is very important. Firstly, on the basis of elaborating the connotation of harmonious society and new media supervision, this paper further analyzes the dialectical relationship between new media public opinion supervision and harmonious society construction. On the one hand, the supervision of new media public opinion plays an important role in the construction of harmonious society in six aspects, on the other hand, the atmosphere of harmonious society is also conducive to the new media faster and healthier sustainable development. There is actually a mutually reinforcing relationship between the two. Then, the article analyzes the new media supervision of the status quo and the causes of problems. There are three main problems in the supervision of new media public opinion, namely, the main body of the new media supervision, the new media public opinion supervision itself and the government response to the new media public opinion supervision. The reasons for the problems in the supervision of public opinion in the new media are also various, both because of the great environmental impact of the ideology of globalization and the inevitable impact of the new media mode of communication. At the same time, it also has an important relationship with the lack of perfect new media supervision and guidance mechanism. Finally, aiming at the shortcomings of new media public opinion supervision, the paper puts forward some suggestions on how to establish a perfect new media public opinion supervision and guidance mechanism. Through such a complete guiding mechanism, the new media can effectively use the supervision of public opinion, to achieve the goal of building a harmonious socialist society.
