试论群众路线的正风反腐功能及其拓展

【摘要】：在社会主义中国,人民群众是正风反腐,永葆党的最大政治优势的鞭策力量。这突出表现在党的群众路线从价值引领和工具输出两方面彰显出强大的正风反腐功能。同时,群众路线的理论特性及治理环境与对象等条件因素又决定了群众路线不是万能神器,必然存有功能限度。这就要求我们在全面从严治党的新形势下,如要加快提高党的治国理政能力,就必须认真分析群众路线的正风反腐功能与限度,科学有效地规避限度再发展。当前,正风反腐斗争已经到了攻坚克难的紧要关头,必须立足政治理性开拓党风民风互动发展的新思路,建构党群互动与平衡机制以推动正风反腐功能的发挥,以能力的增强提升群众路线的正风反腐功能。
[Abstract]:In socialist China, the masses are the driving force behind corruption and the party's greatest political superiority. This is manifested in the party's mass line in value guidance and tool export two aspects of the strong positive wind anti-corruption function. At the same time, the theoretical characteristics of the mass line and the conditions such as governance environment and object determine that the mass line is not a universal artifact, but must have functional limits. This requires us, under the new situation of managing the party comprehensively and strictly, if we want to speed up the improvement of the party's ability to manage the country and manage the government, we must seriously analyze the functions and limits of anti-corruption of the mass line, and scientifically and effectively circumvent the limit for re-development. At present, the struggle against corruption in Zhengfeng has reached a critical juncture in overcoming difficulties. We must base ourselves on political rationality to open up new ideas for the interactive development of party style and civil conduct, and to construct a mechanism of interaction and balance between the party and the masses in order to promote the development of the anti-corruption function of Zhengfeng.
