试论邓小平经济和谐发展思想

【摘要】：经济和谐发展离不开社会的和谐与发展，经济和谐发展主要有三方面的内容：第一，经济的和谐发展与政治、思想文化协调发展的关系；第二，人与自然的和谐相处；第三，经济要素的配置，经济过程的运行，经济利益关系的构成，看经济的发展速度、规模、质量和效益之间是如何协调发展的。在新中国改革开放时期，邓小平就社会主义现代化建设如何成功地发展、壮大且围绕中国经济和谐发展的问题发表了大量的讲话，虽说他的经济理论并没有明确的提出关于经济和谐发展的定义，但在他的讲话中提出了一系列的新观点、新思想、新概念，这中间蕴含着许多有用的经济和谐思想的理论知识。在反复推敲邓小平经济和谐思想过后，有利于进一步深入落实科学发展观，有利于加强对我国经济全面协调可持续发展，这不仅仅只是理论上的突破，对于实际的指导也大有裨益。本文主要就邓小平经济和谐发展思想提出以下几方面的问题：第一，本文第二章重点介绍了邓小平经济和谐思想的形成条件。主要认为中国传统的和谐观念是形成邓小平经济和谐发展思想的历史渊源，其中包括古代天人合一思想、传统大同社会思想、传统“义利观”；认为马克思主义关于经济和谐的思想是形成邓小平和谐思想的理论基础，主要从马克思关于和谐社会的设想以及毛泽东关于经济和谐发展的思想；认为我国现代化建设的实践及其国情是邓小平经济和谐发展思想的现实依据，从两方面来说，一、基于对社会主义经济建设教训的反思，二、基于对改革开放以来现实国情的分析；认为邓小平经济和谐发展理论思想的理论来源主要是借鉴了相关的国外经济和谐发展思想及西方经济学中有关经济非均衡发展的思想与空想社会主义者的经济和谐发展思想。第二，本文在第三章主要介绍了邓小平经济和谐发展思想的内容。主要从先要保证一部分地区、一部分人先富起来，坚持统筹兼顾的原则保证最终全体人民的共同富裕，共同富裕就是经济和谐发展的最终目标；认为只有稳定的政治才能为经济得到快速、健康、持续的发展提供政治基础；认为科技教育的传播能为经济的和谐发展提供人才与技术；认为经济和谐发展的道德准则就是义利统一，这里主要从经济发展与道德提升同步、经济发展与资源利用协调、经济发展与环境保护一致来介绍；认为坚持统筹兼顾的原则对经济的和谐发展来说是必不可少的。第三，本文在第四章主要介绍了邓小平经济和谐发展思想的基本特征。主要有以下三方面：全局与局部的辩证统一、“部分先富”与“共同富裕”的辩证统一。第四，本文在第五章主要介绍了邓小平经济和谐发展思想的现实启示。主要从两方面来探讨：第一，坚持贯彻以人为本的发展理念来注重全体人民的利益需求；第二，坚持遵循统筹兼顾的工作思路，促进经济和谐发展中各项工作的稳步发展。
[Abstract]:The harmonious development of economy is inseparable from the harmony and development of society. The harmonious development of economy mainly includes three aspects: the first, the harmonious development of economy and the relationship between political and ideological culture; the second, the harmonious relationship between human and nature; the third, the arrangement of economic elements.
