新时期扩大党的群众基础问题研究

【摘要】：党的群众基础是党赖以生存和发展的依托。研究新时期党的群众基础扩大问题，有助于认清目前党在新阶层中扩大群众基础面临的问题，以加强新阶层中扩大党的群众基础工作；有助于提高党的执政能力和保持党的先进性，从而进一步巩固党的执政基础。本文主要从四方面论述新时期扩大党的群众基础问题。第一部分梳理了马克思、恩格斯和列宁以及中国共产党三代领导人关于群众基础的论述，并对中国共产党扩大群众基础的历史进行了回顾。第二部分论述了新时期扩大党的群众基础对党执政的意义，主要从保持党的先进性、推动中国特色社会主义事业的发展、提高党的执政能力、提高党的拒腐防变能力和维护党执政环境的和谐稳定五方面论述新时期扩大党的群众基础的重要性。第三部分在肯定新时期扩大党的群众基础已取得的成绩的基础上，提出了新时期扩大党的群众基础面临的问题并进行了原因分析。认为新时期扩大党的群众基础面临的问题，主要表现为党在新阶层中的组织作用不强；现有的新阶层党员的先进性难以发挥；党在新阶层组织中发展党员的难度增加；党在新阶层组织中的影响力、凝聚力和号召力不强等。造成这些问题的原因，一是在新阶层中发展党员和管理党员方面存在问题；二是由于新阶层人员对党的认识出现偏差；三是党的执政水平还不够高，不能满足新阶层各方面的利益诉求等。第四部分探索了新时期扩大党的群众基础的路径，一是要建设一个先进的党，提高党的吸引力和凝聚力；二是营造新阶层入党的良好环境；三是发挥执政党的领导作用，协调好新阶层之间的利益；四是充分发挥新阶层中党的基层组织作用，扩大党的影响力。针对新时期党在扩大群众基础面临的问题，有计划、有组织、有策略的不断扩大党的群众基础，党就会获得新阶层的大力拥护，党的事业就能得到最广泛的群众支持，，党就能在建设中国特设社会主义事业的道路上不断前进。
[Abstract]:The mass foundation of the Party is the support of the Party's survival and development. The study of the expansion of the mass foundation of the Party in the new period is helpful to recognize the problems that the Party is facing in expanding the mass foundation in the new stratum, so as to strengthen the work of expanding the mass foundation of the party in the new stratum. It is helpful to improve the Party's ruling ability and maintain the Party's advanced nature, so as to further consolidate the Party's ruling foundation. This article mainly discusses the expansion of the Party's mass base in the new period from four aspects. The first part combs Marx, Engels, Lenin and three generations of leaders of the Communist Party of China on the mass basis, and reviews the history of the Communist Party of China to expand the mass basis. The second part discusses the significance of expanding the mass base of the Party to the Party's ruling power in the new period, mainly from maintaining the advanced nature of the Party, promoting the development of the socialist cause with Chinese characteristics, and improving the Party's ruling ability. This paper discusses the importance of expanding the mass base of the Party in the new period from five aspects: improving the Party's ability to resist corruption and preventing change and maintaining the harmony and stability of the Party's ruling environment. On the basis of affirming the achievements of expanding the mass base of the Party in the new period, the third part puts forward the problems facing the expansion of the mass base of the Party in the new period and analyzes the reasons. It is believed that the problems faced in expanding the mass base of the Party in the new period are mainly manifested in the weak organizational role of the Party in the new stratum, the difficulty of developing the advanced nature of the existing Party members in the new stratum, the increasing difficulty of the Party in recruiting the Party members in the new class organization, The Party's influence, cohesion and appeal in the new class organization are not strong. The reasons for these problems are, first, problems in recruiting party members and managing party members in the new class; second, the deviation in the understanding of the Party among the personnel of the new class; and third, the Party's level of governance is not high enough. Can not satisfy the interests of all aspects of the new class, and so on. The fourth part explores the ways to expand the mass base of the party in the new period. First, it is necessary to build an advanced party to enhance its attractiveness and cohesion; second, to create a good environment for the new class to join the party; and third, to give full play to the leading role of the ruling party. Fourth, give full play to the role of the Party's grass-roots organizations in the new stratum and expand the Party's influence. In view of the problems faced by the Party in expanding its mass base in the new period, it will continue to expand the mass base of the party in a planned, organized and strategic manner, so that the party will gain the strong support of the new class, and the cause of the party will receive the broadest support of the masses. The Party will be able to continue to advance on the road of building China's ad hoc socialist cause.
