农村教育普惠政策与计划生育政策的冲突与协调机制研究

【摘要】: 目前,包括教育普惠政策在内的各种普惠性惠民政策纷纷出台,但是它们与我国的计划生育基本国策衔接、协调不够,以致一些惠民政策在一定程度上形成了不利于计划生育政策执行的导向,为国家作出贡献的计划生育家庭利益因而受到了损失。本文列举并分析了农村地区教育普惠政策对计划生育政策造成不利影响的原因,最后探讨了促进政策协调的措施,建议给予计生家庭以优先优惠,以解决农村教育普惠政策与计生政策施行过程中的矛盾冲突。 本文概述了教育普惠政策在农村地区推广施行后,与计划生育基本国策之间产生冲突的现实问题,并提出了相应的对策措施。本文共计五章: 第一章,阐述了文章的研究背景,提出当前农村的教育普惠政策与计划生育政策间冲突的问题亟待解决。 第二章,列举并分析了解决惠民政策与计生政策间冲突要应用到的理论基础。 第三章,阐述了农村施行教育普惠政策的施行情况。主要内容有三点:一是政策的实施背景。二是政策的主要内容。三是四川省龙泉驿区、乐至县和峨边彝族自治县的政策实施情况。 第四章,分析了农村教育普惠政策与计划生育政策之间的冲突。主要从两个方面进行了分析:一是阐明了我国实施计划生育政策的必要性。二是具体分析了教育普惠政策与计划生育政策冲突的原因。 第五章,提出了构建农村教育普惠政策与计划生育政策的协调机制建议。主要包括五个方面:一是遵循的原则;二是资金的协调;三是政策的协调;四是部门的协调;五是健全和完善计划生育利益导向机制。
[Abstract]:At present, various policies for the benefit of the people, including the policy of education for all, have been introduced one after another, but they are not sufficiently coordinated with the basic national policy of family planning in our country. As a result, to a certain extent, some policies benefiting the people have formed a direction that is not conducive to the implementation of the family planning policy. The family interest of family planning, which has contributed to the country, has been lost. This paper enumerates and analyzes the causes of the adverse effects of the inclusive education policy in rural areas on the family planning policy, and finally discusses the measures to promote policy coordination. It is suggested that family planning should be given preferential treatment in order to solve the conflict between the inclusive policy of rural education and the implementation of family planning policy. This paper summarizes the realistic problems of the conflict between the education inclusive policy and the basic national policy of family planning after it is popularized and implemented in rural areas, and puts forward the corresponding countermeasures. The first chapter expounds the research background of the article, and points out that the conflict between education inclusive policy and family planning policy in rural areas should be solved urgently. The second chapter enumerates and analyzes the theoretical basis for resolving the conflict between the policy of benefiting the people and the policy of family planning. The third chapter expounds the implementation of the policy of inclusive education in rural areas. There are three main contents: the background of the policy, the main content of the policy, and the Longquanyi District of Sichuan Province. Policy implementation of Lezhi County and Ebian Yi Autonomous County. Chapter 4th, This paper analyzes the conflict between rural education inclusive policy and family planning policy. It mainly analyzes from two aspects: one is to clarify the necessity of implementing family planning policy in China, the other is to analyze concretely the education inclusive policy. The causes of conflict with the family planning policy. In chapter 5th, the author puts forward some suggestions for establishing the coordination mechanism between rural education inclusive policy and family planning policy. It mainly includes five aspects: one is the principle to be followed, the other is the coordination of funds, the third is the coordination of policy, the fourth is the coordination of departments; Fifth, improve and improve the family planning interest-oriented mechanism.
