上海菊园新区城市化进程中人口调控研究

【摘要】：随着上海市嘉定区菊园新区城市化程度不断加快,社会经济的不断发展,人口持续增长。菊园新区来沪人员在为经济发展做出贡献的同时也给社区管理和服务提出了新的挑战,城市化进程的不断加快也使菊园新区成为上海市和嘉定区的人口的导入地区,随着菊园新区人口持续增加,对菊园新区社会管理、公共服务和社会治安、经济发展等各个方面将带来一系列严峻挑战,社会服务和管理面临着巨大的压力。本研究报告以菊园新区本市户籍、来沪人员为调研基础,分析菊园新区的近年来人口数量发展状况,着重分析了来沪人员的居住分布、年龄结构、文化素质、来源分布等人口数据的现状,以及来沪人员的服务和管理、人口结构调控的相关措施。从多角度分析人口增长对菊园新区社会管理、经济发展的影响,发现和挖掘人口增长带来的各类矛盾和问题。按照菊园新区经济、城市、社会发展规划,预测人口未来发展趋势,研究人口发展与资源环境、公共服务、社会管理等方面将要面临的问题和矛盾,同时提出相应对策,为人口调控决策提供依据和支持,促进新区社会经济的健康发展。近年来,国家明确要求对以农民工为主体的流动人口“公平对待、合理引导、完善管理、做好服务”,实行“属地化管理、市民化对待”。并要求继续合理控制人口规模,国家相关政策明确提出“合理控制大城市人口规模,完善落实好现行城市落户政策”、“大中城市要加强和改进人口管理”等要求,从而逐步实现基本公共服务均等化。菊园新区这几年通过不断加强来沪人员服务和管理,加强对来沪人员的数量和结构进行调控,取得了一定的实效和经验,为新区的人口管理和人口调控打下了扎实的基础。下一步,菊园新区必须统筹考虑人口管理工作,协调各部门形成合力,不断完善服务和管理体系,做到“总量控得住,结构能优化,素质要提升,管理有办法”。
[Abstract]:With the accelerating urbanization of Ju Yuan New District in Jiading District, the continuous development of social economy and the continuous growth of population, the residents of Ju Yuan New District in Shanghai have brought new challenges to community management and service while contributing to economic development. The accelerating process of urbanization has also made Ju Yuan New District the leading area for the population of Shanghai and Jiading District. As the population of Ju Yuan New District continues to increase, the social management, public service and social security of Ju Yuan New District are being carried out. Economic development and other aspects will bring a series of severe challenges, social services and management are facing tremendous pressure. This paper analyzes the development of population quantity in Ju Yuan New area in recent years, and emphatically analyzes the present situation of population data, such as resident distribution, age structure, cultural quality, source distribution and so on, as well as the service and management of those who come to Shanghai. Measures related to population structure control. The impact of population growth on the social management and economic development of Ju Yuan New area is analyzed from various angles, and various contradictions and problems brought about by population growth are discovered and excavated. According to the economy of Juyuan New District, the city, Social development planning, forecasting the population development trend in the future, studying the problems and contradictions in population development and resources, environment, public service, social management, etc., at the same time, putting forward the corresponding countermeasures to provide the basis and support for the decision-making of population regulation and control. In recent years, the state has explicitly demanded "fair treatment, reasonable guidance, sound management, and good service" for the floating population with migrant workers as the main body, as well as "localizing management," The citizens should continue to control the size of the population reasonably. The relevant state policies clearly put forward the requirements of "rationally controlling the population size of large cities, perfecting and implementing the existing policy of settling residents in cities," and "strengthening and improving population management in large and medium-sized cities," etc. In order to gradually realize the equalization of basic public services, the Ju Yuan New District has achieved certain actual results and experience in these years by continuously strengthening the service and management of personnel coming to Shanghai and strengthening the regulation and control of the number and structure of personnel coming to Shanghai. It has laid a solid foundation for the population management and population control in the new district. Next, the Ju Yuan New area must consider the population management work as a whole, coordinate the various departments to form a joint effort, constantly improve the service and management system, and achieve "total quantity control."
