【摘要】：改革开放三十多年,我国的政治、经济、文化和社会生活全面发展,现行的人口政策实践工作也取得了令世人瞩目的成就,有效的控制了人口的快速增长,使我国人口进入了低生育水平的发展阶段,人口再生产模式也实现了历史性转变。在今后的岁月里,如何使人口政策继续为我国经济和社会发展服务,是一项具有理论和实践意义的课题。本论文共有五部分构成：导论部分,对本论文的选题背景、研究内容及研究的意义进行简要阐述,提出本文的研究视角,并对本论文的构思和章节安排做简单介绍。正文部分,首先系统的阐述了我国人口政策在过去50多年的发展历程,从建国初的人口自然增长,对人口数量激增的关注和大讨论一直到现行人口政策成为基本国策并逐步走上法治轨道。第二章总结了我国现行人口政策为控制人口增长、稳定低生育水平和促进我国经济社会和谐持续发展所做出的积极成效。第三章分析和研究了该政策实施以来所造成的一系列的消极影响,重点论析了出生人口性别比严重失调问题、独生子女家庭的风险问题、人口老龄化问题日益严重。在本文的最后,阐述了目前我国人口政策所面临的新背景和新形势,并对我国现行人口政策应做适度调整,和适度放宽后的人口政策不会造成人口数量剧增进行了分析和论述。我国现行人口政策的成绩和问题都是在发展中产生的,所以人口问题的解决也一定要和可持续发展相结合,和科学发展观相结合。在面临上述种种问题的形势下,最后,提出了关于未来我国人口政策调整的几点建议。
[Abstract]:After more than 30 years of reform and opening up, the political, economic, cultural and social life of our country has developed in an all-round way. The current practice of population policy has also made remarkable achievements, effectively controlling the rapid growth of the population.The population of our country has entered the stage of low fertility level, and the mode of population reproduction has also realized the historic transformation.In the years to come, how to make the population policy continue to serve the economic and social development of our country is a theoretical and practical topic.This paper consists of five parts: introduction, the background of this paper, the research content and the significance of the study are briefly described, the research perspective of this paper, and the idea of this paper and chapter arrangements are briefly introduced.The main part, first of all, systematically expounds the development course of our country's population policy in the past 50 years, from the beginning of the founding of the people's Republic of China to the natural growth of population.Until the current population policy became the basic national policy and gradually put on the track of the rule of law.The second chapter summarizes the positive effects of current population policy in controlling population growth, stabilizing low fertility level and promoting harmonious and sustainable development of China's economy and society.The third chapter analyzes and studies a series of negative effects caused by the implementation of the policy, focusing on the serious imbalance of the sex ratio of the birth population, the risk of the one-child family, and the aging of the population.At the end of this paper, the paper expounds the new background and new situation that our country's population policy is facing at present, and analyses and discusses that our current population policy should be adjusted moderately, and that the population policy after moderate relaxation will not cause the population to increase sharply.The achievements and problems of the current population policy in our country are produced in the development, so the solution of the population problem must be combined with the sustainable development and the scientific development view.In the face of the above problems, some suggestions on the adjustment of population policy in the future are put forward.
