“全面二孩”政策对河北省养老保险与医疗保险的影响研究

【摘要】：2016年1月1日,河北省正式出台“全面二孩”政策,厘清“全面二孩”政策对我省养老保险及医疗保险的影响,是进一步完善河北省社会保障制度建设的关键。近年来,我省人口老龄化现象加剧,出生率与人口增长率不断下降,政府面临巨额的养老金空洞、劳动适龄人口减少等诸多亟待解决的问题。“全面二孩”政策与我省社会保障制度相辅相成,“全面二孩”政策的实施可以促进养老保险与医疗保险的不断完善,而完善的养老保险与医疗保险制度是保证“全面二孩”政策落地并发挥其实效的最坚实防线。论文在河北省省情、人口与生育政策的发展现状以及社会保障制度状况的基础上展开研究。首先采用同批人变化率法预测河北省在实行“全面二孩”政策后未来50年内人口增量的变化情况,为弥补预测方法的不足,进而采用实地调研法与调查问卷法作为补充,调查了我省潜在育龄男性、女性与现育龄家庭对于生育二孩的意愿,梳理了影响了生育二孩的诸多因素,大多集中在社会保障制度方面;以此为基础,分析了河北省生育意愿、生育行为与生育水平三者之间的关系,从理论上论述了河北省实施“全面二孩”政策后,我省养老保险与医疗保险制度预期取得的成效,最后提出了使我省“全面二孩”政策顺利实施,在完善养老保险和医疗保险方面的对策建议。预测和调研的结果显示,“全面二孩”政策对于我省养老保险及医疗保险的建设与完善大有裨益,它对于缓解我省人口老龄化现状、平衡养老保险支付水平、提高我省医疗保险基金的收支水平、提供充足的劳动力与延续河北省“人口红利”期都有较为深远的影响,但一项政策的出台涉及多方利益链之间的博弈,它的发展并不会一帆风顺,其间必定会遇到诸多阻碍。文章的核心观点正是为了解决“全面二孩”政策的实施与我省养老保险及医疗保险相互掣肘的障碍,找到化解的对策,使“全面二孩”政策真正发挥出应有的效用。
[Abstract]:On January 1, 2016, Hebei Province formally introduced the "comprehensive two-child" policy to clarify the impact of the "all-around two-child" policy on pension insurance and medical insurance in Hebei Province, which is the key to further improving the construction of social security system in Hebei Province.In recent years, the aging of the population in our province has intensified, the birth rate and population growth rate have been declining, the government is faced with a huge pension hole, the number of working-age population decreases and many other problems need to be solved.The "comprehensive two-child" policy and the social security system of our province complement each other. The implementation of the "all-around two-child" policy can promote the continuous improvement of old-age insurance and medical insurance.The perfect old-age insurance and medical insurance system is the most solid line of defense to ensure the "two-child" policy to reach the ground and give full play to its effectiveness.Based on the situation of Hebei Province, the current situation of population and fertility policy and the social security system.In order to make up for the deficiency of the forecasting method, the change rate method of the same group of people is used to forecast the change of population increment in the next 50 years after the implementation of the "comprehensive two-child" policy in Hebei Province, and then the field investigation method and the questionnaire method are used as a supplement.This paper investigates the willingness of men of potential childbearing age, women and families of present childbearing age to have a second child in our province, combs many factors that affect the birth of a second child, mostly concentrated in the aspect of social security system, and analyzes the desire to have a child in Hebei Province on this basis.The relationship between fertility behavior and fertility level. This paper theoretically discusses the expected results of pension insurance and medical insurance system in Hebei Province after the implementation of the "comprehensive two-child" policy.Finally, the author puts forward some suggestions on how to carry out the policy of "all-around two-child" in our province and how to perfect the old-age insurance and medical insurance.The results of prediction and investigation show that the policy of "comprehensive two-child" is of great benefit to the construction and improvement of pension insurance and medical insurance in our province. It can alleviate the current situation of aging population in our province and balance the payment level of old-age insurance.To improve the income and expenditure level of medical insurance fund in our province, to provide sufficient labor force and to extend the period of population dividend in Hebei Province both have far-reaching effects. However, the introduction of a policy involves the game between multiple benefit chains.Its development will not be smooth, in the meantime will encounter many obstacles.The core point of view of this paper is to solve the obstacles of the implementation of the "all-around two-child" policy and the mutual restriction between endowment insurance and medical insurance in our province, and to find the countermeasures to resolve the problem, so that the "all-around two-child" policy can really play its due role.
