“单独二孩”政策实施后几个异于“常理”的表现及其对全面二孩政策实施的启示

【摘要】：正一、依据"常理"对单独二孩政策实施的预期在我国推行单独二孩政策之前,不少学者和计划生育工作者根据人口和计划生育工作的"常理"对新政策的实施后果有一些预判或预期,主要的"预期"有如下几个方面。1.单独二孩政策实施会导致较大的出生堆积政策调整前,大多数的省市都对政策调整后的生育数进行了预测。从预测的结果看,多数认为单独二孩政策的实施将带来较大的出生堆积,生育数量将

The implementation of the single two-child policy will lead to a larger policy of birth accumulation before the adjustment, most provinces and cities have predicted the number of births after the policy adjustment. According to the predicted results, most people believe that the implementation of the policy of single two-child will bring about a large number of births and the number of births will increase.
