计划外生育现象产生的原因及对策

【摘要】：正随着国家和地方计生政策法律法规的不断完善,计划生育宣传教育和行政执法工作也得到进一步加强和提高。为了搞好计划生育工作,各级政府和组织都下了大力气,但在执行过程中仍然存在着一些问题,由于这些问题的存在,不仅给基层计划生育工作带来了一定难度,使收效与投入难成正比,也导致计划外怀孕、生育现象屡见不鲜。笔者就多年来在基层从事计生工作的所见所闻谈谈个人的浅见。一、计划外怀孕、生育现象产生的几个突出原因
[Abstract]:With the continuous improvement of national and local family planning policies and regulations, family planning publicity, education and administrative law enforcement work has been further strengthened and improved. In order to do a good job in family planning work, governments and organizations at all levels have made great efforts, but there are still some problems in the implementation process.
